국문 초록

저출산과 고령화로 인한 지역소멸 위기 속에서, 시민참여 문화활동은 지역문제 해결과 정주의사 증진을 위한 대안으로 주목받고 있다. 특히, 시민참여 기반의 문화활동은 주민들의 지역사회 주체로서의 역할을 강화하며 정주의사와 지역애착을 높이는 데 기여할 가능성이 크다. 본 연구는 시민참여 문화활동이 사회적 자본을 매개로 지역애착과 정주의사에 미치는 영향을 실증적으로 분석하는 것을 목적으로 한다. 이 때 사회적 자본은 관계 형성 방식에 따라 ‘관계적 자본’과 ‘제도적 자본’으로 구분하고, 시민참여 문화활동이 지역사회에 실질적인 변화를 가져오는 과정을 단계적으로 분석하였다. 조사대상은 춘천 문화도시 사업의 ‘도시가 살롱’ 사업 참여자이며, 이들을 대상으로 설문조사를 실시하였다. 분석결과, 시민참여 문화활동은 관계적 자본에 영향을 미치는 것으로 확인되었으며, 시민참여 문화활동을 통해 형성된 관계적 자본은 제도적 자본에 영향을 미치는 것으로 나타났다. 또한 제도적 자본은 지역애착으로, 지역애착은 정주의사로 이어지는 단계적 경로를 보였다. 본 연구는 문화도시 정책사업이 문화 향유를 넘어 지역사회 문제 해결과 지속가능한 발전의 중요한 정책적 수단임을 실증적으로 확인하였다. 또한 사회적 자본의 유형과 작동구조를 구체적으로 제시함으로써 향후 문화정책 설계와 평가에 활용할 수 있는 실증적 근거를 제공한다는 점에서 학술적·정책적 의의를 지닌다.

영문 초록

Amid the crisis of regional extinction driven by low birthrates and an aging population, citizen-participatory cultural activities are attracting attention as viable alternatives for addressing local issues and enhancing residents’ settlement intentions. In particular, such activities strengthen the role of residents as active agents within their communities and have the potential to foster stronger community attachment and willingness to settle. This study aims to empirically analyze the influence of citizen-participation cultural activities on settlement intention, with social capital serving as a mediating factor. Social capital is classified into two types—relational capital and institutional capital—based on the mode of relationship formation, and the process through which citizen participation in cultural activities brings about actual changes in local communities is examined step by step. The survey was conducted among participants in Chuncheon’s “City Salon” project under the Culture City initiative. The findings reveal that citizen-participatory cultural activities significantly affect relational capital, which in turn influences institutional capital. Institutional capital was found to positively impact community attachment, which subsequently enhances settlement intention, indicating a sequential mediating pathway. This study empirically confirms that the Culture City policy initiative functions not only as a means of cultural enjoyment but also as an effective policy instrument for addressing local issues and promoting sustainable regional development. Furthermore, by specifying the types and mechanisms of social capital, the study provides empirical evidence that can inform the design and evaluation of future cultural policies, underscoring its academic and policy significance.
