국문 초록

본 연구의 목적은 건설사업관리에서 시공VE 운용 방법에 대한 개선방안으로 시공VE 제도에서 단계별 문제점 및 활성화 방안을 제시하여 법령 및 운영지침을 개정하여 실질적 시공VE 수행을 하는데 결론을 두었으며, 단계별 활성화 방안은 다음과 같다. 1) 준비단계(Pre-study Phase)에서는 시공VE의전문교육을 강화하고, VE는 최상위 기술사 자격자와 한국기술사회 등 전문교육기관에서 교육 및 인증자격자에게 프로젝트를 수행토록하고, 자료수집과 VE관계자들 간 협업과 목표와 범위를 공유, 프로젝트의 전문성을 강화한다. 2) 분석단계(VE-Study Phase)에서는 기능별 분석과 전문가 간 협력과 정보공유로 기능분석과 브레인스토밍 세션의 개최, 공정과 분야별 평가 및 기법 적용, 소프트웨어 도구 등을 활용하여 데이터 성능을 확보 한다. 3) 셋째, 실행단계(Post-Study)에서는 제안서 발표와 채택방법교육과 후속조치 실행계획과 VE데이터를 시스템화하고, VE제안에 인센티브 제공과 평가관리에 로드맵을 설정토록 한다. 4) 시공VE 활동을 발주처 등에 보고와 피드백으로 품질개선을 도모 한다. 5) 시공VE 보고서의 완성과 현장 적용성 및 실질적 시공VE가 수행되도록 법령 및 지침 상 반영, 실질적인 시공VE가 되도록 노력을 기울여야 한다.

영문 초록

The purpose of this study is to suggest problems and activation plans for each stage in the construction VE system as an improvement plan for the operation of construction VE in construction project management, and to conclude by revising the laws and operation guidelines to perform actual construction VE. The activation plans for each stage are as follows. 1) In the preparatory phase (Pre-study Phase), specialized education for construction VE is strengthened, and VE is performed by those with top-level technical engineers and those with education and certification qualifications from specialized educational institutions such as the Korean Society of Engineers, and the professionalism of projects is strengthened through data collection, collaboration between VE officials, and sharing of goals and scope. 2) In the analysis phase (VE-Study Phase), data performance is secured by holding functional analysis and brainstorming sessions through functional analysis, cooperation and information sharing among experts, process and field-specific evaluation and technique application, and utilizing software tools. 3) Third, in the execution phase (Post-Study), proposal presentation and adoption method education, follow-up action plan and VE data are systemized, and a roadmap is set for providing incentives for VE proposals and evaluation management. 4) Quality improvement is sought through reporting and feedback on construc tion VE activities to clients, etc. 5) Efforts should be made to ensure that the construction VE report is completed, its on-site applicability and actual construction VE are reflected in laws and guidelines, and that actual construction VE is carried out.
