울릉도·독도 관련 ｢거문도 김병순 자료｣ 연구

국문 초록

이 논문은 최근 거문도 현지조사를 통해 발굴한 개인 기록물인 「거문도 김병순 자료」를 소개하고, 이 개인 기록물 자료의 성격과 자료의 내용을 분석·검토해 본 후, 독도영유권 관련 김병순 자료가 지닌 가치와 의의를 제시해보는 것을 목적으로 한다. 김병순 자료는 비록 관찬사료와 같이 공신력과 객관성이 부족할 수도 있지만, 기존 울릉도·독도 관련 거문도 자료에 신뢰성을 더할 수 있는 개인 기록물 자료이다. 이 자료를 소개한 후, 이 자료의 내용을 분석해보고 자료의 가치, 의미 등을 생활사적 측면에서 제시해보고자 한다. 조선시대에 울릉도·독도 관리를 위해 중앙정부에서는 수토사를 파견하여 2~3년 주기로 수색·토벌을 실시하였지만 그것은 한시적인 수토일 뿐 지속적인 관리가 되지는 못하는 한계가 있었다. 이러한 간헐적 수토는 울릉도·독도를 우리의 영토로 완전히 지속적으로 지배·통제하지 못했다는 지적을 받을 수가 있다. 따라서 이 연구는 기존의 역사적·국제법적 측면에서 접근해왔던 독도연구의 방법을 생활사와 생애사적 측면으로 확대하여 거문도를 중심으로 한 동남해 어민들이 울릉도·독도를 지속적으로 수백 년간 생활공간으로 이용하고 경영해왔음을 밝힘으로써 독도연구의 지평을 확대하고자 한다. 조선정부는 수토사를 파견하여 2~3년에 한번 씩 주기적으로 울릉도·독도를 수토하였고, 거문도를 포함한 동남해 어민들은 거의 상시적으로 울릉도·독도를 왕래하며 생활공간으로 이용하고 있었다는 사실을 밝힘으로써 민·관이 함께 울릉도·독도를 지배·관리·경영해 왔음을 확인할 수 있다. 이것은 독도영유권 주장 근거를 더욱 확대하고, 공고히 할 수 있는 학술적 토대가 될 수 있을 것이다. 이러한 측면애서 「거문도 김병순 자료」의 가치와 의의를 찾을 수 있다.

영문 초록

The purpose of this paper is to introduce the personal records titled 'Geomundo Kim Byeong-Soon’s Materials' discovered through recent field work in Geomundo Island, and to analyze and review the nature and content of these personal records, ultimately presenting the value and significance of the ‘Kim Byeong-Soon’s Materials’. Although the Materials from Kim Byeong-Soon may lack authority and objectivity like Official historical materials, it is a personal record that can add credibility to existing materials related to Ulleungdo and Dokdo Islands. After introducing this material, I would like to analyze its contents and present its value and significance from a perspective of life history. During the Joseon Dynasty, the central government dispatched a patroller to manage Ulleungdo and Dokdo Islands, conducting searches and subjugations every 2 to 3 years. However, this was only a temporary patroll governmance and had the limitation of not ensuring continuous management. This intermittent Patrol Governance may be criticized for not being able to completely and continuously govern and control Ulleungdo and Dokdo Islands as our territory. Therefore, this study aims to expand the methods of Dokdo research, which have traditionally approached from historical and international legal perspectives, to include aspects of life history and biographical story. By clarifying that the fishermen of the southeastern sea centered around Geomundo Island have continuously utilized and managed Ulleungdo and Dokdo Islands as their living space for hundreds of years, we intend to expand the horizons of Dokdo research. The Joseon government dispatched a patroller every 2 to 3 years to periodically survey Ulleungdo and Dokdo Islands, and the fishermen from the southeastern coast, including Geomundo Island, were almost constantly traveling to and from Ulleungdo and Dokdo Islands, using them as their living spaces. This reveals that both the public and private sectors have jointly governed, managed, and operated Ulleungdo and Dokdo Islands. This will serve as an academic foundation that can further expand and solidify the claims of sovereignty over Dokdo. In this regard, we can find the value and significance of the 'Geogeumdo Kim Byeong-Soon Materials'.
