독도교육 강화를 위한 <독도지킴이학교> 운영 성과와 개선 방안

국문 초록

본 연구의 목적은 동북아역사재단(이하 재단)에서 운영하고 있는 ‘독도지킴이학교’에 대한 운영 현황을 통해 성과와 한계를 검토하고, 향후 운영에 있어 개선 과제를 제안하는 것이다. 본 연구는 2008년부터 재단이 일본이 교과서를 통한 ‘독도’에 대한 영토 침탈이 심화되는 시점에서 개별 학교가 동아리를 통해 독도에 관한 영토 주권 의식 확립과 독도에 대한 사랑을 실천하도록 학교를 지원해 온 ‘독도지킴이학교 운영 지원 사업’ 추진에 관한 보고이다. 재단이 지난 2008년 독도연구소 개소를 계기로 현재까지 <독도지킴이학교 동아리 활동 지원>을 통해 1,596개교를 지원하여 ‘독도’를 주제로 한 동아리 활동으로 학교 현장의 실질적인 ‘독도교육’이 강화되는 토대를 마련하고, 매년 우수한 동아리 활동에 대한 시상과 성과 공유를 통해 내실화하는데 기여하였다. 또한, 재단은 『독도바로알기』학습 부교재를 개발하여 배포하고, 전국 시도교육청의 위탁을 받아 ‘독도체험관’을 신규 구축, 개선 사업에도 참여하고, 운영을 지원하는 것도 <독도지킴이학교>의 동아리 활동의 성과를 내는데 도움이 되었다. 이는 실질적인 ‘독도교육’ 강화로 상승효과를 창출하는데 상호 연관성이 있는 것으로 나타났다. 향후 성과를 지속하기 위해 양적 성과를 토대로 질적 성과를 유기적으로 연계할 수 있도록 <독도지킴이학교> 동아리 활동이 지원되어야 할 것이다.

영문 초록

The purpose of this study is to review the achievements and limitations of the Dokdo Guardian School operated by the Northeast Asian History Foundation (hereinafter referred to as the Foundation) based on its current status, and to propose improvements for future operations. This study is a report on the Foundation's “Dokdo Guardian School Operation Support Project,” which has been in place since 2008. At a time when Japan's territorial encroachment on Dokdo through textbooks was intensifying, the Foundation has been supporting schools in establishing territorial sovereignty awareness and practicing love for Dokdo through school clubs. Since the establishment of the Dokdo Research Institute in 2008, the Foundation has supported 1,596 schools through the “Dokdo Guardian School Club Activity Support” program, laying the groundwork for strengthening practical “Dokdo education” in schools through club activities centered on the theme of “Dokdo.” It has also contributed to the program's internalization by annually awarding outstanding club activities and sharing their achievements. In addition, the foundation developed and distributed supplementary learning materials titled “Understanding Dokdo,” participated in the construction and improvement of new “Dokdo Experience Centers” commissioned by provincial offices of education nationwide, and provided operational support, all of which contributed to the success of the Dokdo Guardian School club activities. These efforts were found to be mutually reinforcing in creating a synergistic effect in strengthening practical Dokdo education. To sustain future achievements, the club activities of the “Dokdo Guardian School” should be supported in a way that organically links quantitative achievements with qualitative achievements.
