국문 초록

자치경찰제 도입에 있어서 도입단위와 사무배분, 추진방식과 시기 및 단계적 정착 등 순기능적 추진방안이 모색되어야 하므로 제도의 취지를 살리기 위한 자치경찰 도입과 정책결정의 이론적 연구가 이루어지고 있는 시점에서 언론의 태도를 살펴보고자 한다. 본 연구의 대상은 핵심주제어(key word)에 따라 분류된 언론보도 기사이다. 검색키워드는 “자치경찰”이며, 연구목적 상 자치경찰과 관련 키워드의 연관관계를 중심으로 자치경찰에 관한 정책이슈의 변동과 시사점을 고찰하였다. 연구의 범위는 제주특별법에 따른 제주자치경찰단이 출범한 2006년 7월 1일부터 2019년 4월 6일 현재 “자치경찰”을 키워드로 한 전체 언론기사를 대상으로 하였다. 그리고 “자치경찰”의 언론보도 이슈를 키워드별로 도출하기 위해 빅카인즈(Big Kinds)를 통해 분석 자료를 수집하였으며, 상세검색 기능을 통해 검색 키워드를 “자치경찰”로 하였다. 본 연구의 결과에 따르면 2017년 7월 19일 이전 언론보도 상 자치경찰의 최대 이슈는 제주도의 자치경찰제 시범 실시와 지방분권이었으며, 2017년 7월 19일 이후 현재까지의 최대 쟁점은 수사권 또는 수사권 조정으로 나타났다. 결국 현재 자치경찰제도 도입의 이슈는 언론보도상의 태도와 같이 수사권 조정과 결부된 단계에 와 있으며, 자치경찰제의 도입은 경찰권의 제도적 분산과 맞물려 수사권조정의 한 과제로 인식되어 진다. 수사권 조정과 자치경찰제를 함께 추진하기 위한 현 정부의 계획이 언론에 투영되었으며, 수사권 조정과 자치경찰제를 어떻게 연계하느냐가 자치경찰제 도입의 최대 정책이슈로 대두되었다.

영문 초록

Since the introductory unit and office work distribution in the introduction of the autonomous police system, forward function promotion measures such as the promotion method and the timing and phase-fixing should be explored, the attitude of the media need to analyze to provide theoretical research on the introduction and policy decision of the autonomous police to utilize the purpose of the system. The subject of this study is a media coverage article classified based on core key word. The search keyword is “autonomous police”, and for the purpose of research, the change and the suggestion of the policy problem about the autonomic police was examined, focusing on the relevance of the autonomic police and related key words . The scope of the research is the coverage of the whole media article with the keyword “autonomous police” as of July 1, 2006 to April 6, 2019 when the autonomy police system by “Jeju Special Self-governing Province Police” was launched. In order to derive news reports of “autonomous police” for each keyword, the analysis data was collected through Big Kinds, and the search keyword “autonomous police” was made using the detailed search function. According to the results of this study, the biggest problem of the autonomous police on the press before July 19, 2017 is the examination and decentralization of the autonomous police system on Jeju Island, and from July 19, 2017, the present, the biggest issue up to now was the adjustment of the right of investigation and the right of investigation. After all, the problem of the introduction of the current autonomous police system is in the stage of being linked with the adjustment of the investigation right like the media's reporting attitude, and the introduction of the autonomous police system is interrogated with the institutional dispersion of the police right and recognized as the subject of right adjustment. The current government's plan for promoting coordination of investigation authority and the autonomous police system together is projected to the mass media, and how to coordinate the coordination of investigation authority and the autonomous police system is the biggest policy issue of the introduction of the autonomous police system.
