국문 초록

2017년 ‘공동체치안’이 국정과제로 선정되어 범죄예방진단팀(CPO)이 그 업무를 전담수행 중이나, 진단팀 육성을 위한 체계적인 역량 평가 기준과 이를 기초로 한 교육프로그램은 제대로 마련되어 있지 못한 실정이다. 국정과제의 성공적 수행을 위해서는, 범죄예방진단팀이 개개인의 역량(competency) 수준에 대해 평가받고, 자기계발·교육 등의 목표·방향에 대해 명확히 인식함으로써 각 지역사회의 범죄예방전문가로서 자리매김이 필요한 실정이다. 이에 따라 이 연구는 CPO의 직무분석을 통해 책무(duty), 과업(task) 범위와 내용을 보다 명확히 하고 과업에 요구되는 적절한 직무능력, 즉 역량 요소인 지식과 기술 요소를 도출하기 위해 DACUM기법과 외국 사례를 고찰하였다. 외국사례로는 국제셉테드협회의 ICCP와 영국의 DOCO를 중심으로 책무와 과업을 분석하였고, DACUM분석을 위해 직무분석을 수행할 DACUM위원회를 구성하여 CPO 등 관련 실무담당자들을 소집하여 표적집단인터뷰 등의 방법으로 워크숍을 진행하였다. 이를 통해 ‘①범죄취약지역 방범환경 진단·평가, ②침입범죄 피해 시설물 진단·개선, ③유관 기관·부서·단체와 협업, ④범죄예방·치안강화구역 지정·관리, ⑤방범환경 조성 및 범죄예방디자인 활성화, ⑥경찰관서 간 모범사례, 벤치마킹 사항의 공유, ⑦방범환경우수시설물 인증의 보급·확산, ⑧방범성능인증시설(제품) 사용의 유도 및 홍보, ⑨CPTED 관련 법령, 조례, 표준 규정의 활용 및 적용, ⑩셉테드 관련 범죄과학, 도시계획, 건축디자인 등의 최신 이론, 지식 및 정보의 업데이트 및 유지’등의 책무와 관련 과업, 지식 및 기술 요소를 체계적으로 도출하여 제시하였다.

영문 초록

While the CPO (Crime Prevention Officer) is in charge of carrying out CPTED and community-oriented police service as the “Community Policing Plan” was selected as the central government project in 2017, the standards for systematic evaluation of job competency to foster the CPO team and the training & education programs based on it have not been properly prepared. In order to successfully carry out the national project, the CPO needs to be evaluated on the level of individual competence and clearly recognize the goals and directions of self-development and education, thus establishing itself as a crime prevention expert in each community. Therefore, the study considered DACUM techniques and foreign cases to further clarify responsibilities, scope and content of tasks through CPO analysis and to derive appropriate job competency, namely, knowledge and skills, which are required for tasks. In foreign cases, duties and tasks were analyzed centering on ICCP of ICA and DOCO of UK, and DACUM Committee to conduct job analysis for DACUM analysis was organized to convene relevant practitioners such as CPO to conduct a workshop by means of focus group interview. By doing so ten core duties including, ‘① Diagnosis and evaluation of the crime prevention environment in a problem area, ② diagnosis and improvement of facilities affected by domestic burglaries, ③ partnership between organizations, departments and associations, ④ designation of crime prevention/policing reinforcement zones, ⑤ creation of crime-free environment and the activation of crime prevention design, ⑥ sharing and benchmarking of best practices, ⑦ spread of quality secure facilities certification, ⑧ promoting the security product performance certification ⑨ the use and application of CPTED-related statutes, ordinances, standards regulations, ⑩ understanding the latest theories, knowledge and information about crime science, urban planning, and architectural design’and relevant task, knowledge and skills were analyzed and finally suggested.
