범죄예방을 위한112신고 자료의 활용방안 연구

국문 초록

112신고는 24시간 운영되는 지역주민과 경찰 간의 대표적인 통로이며, 수많은 신고를 통해 지역의 치안문제에 대한 다양한 정보가 왜곡되지 않고 112신고 자료에 입력된다. 이러한 112신고 자료의 중요성에도 불구하고 그동안 지역의 범죄예방을 위한 체계적인 분석과 연구가 이루어지지 못하였다. 그리하여 본 연구에서는, 경기도 지역에 소재한 경찰서 1곳에 접수된 112신고 자료에 대하여 실증적인 분석을 수행하여 지역의 치안문제를 파악하고 이를 개선하기 위한 정책제언을 도출하였다. 분석결과, 신고건수 및 신고유형별로 지역경찰관서 간에 상당한 차이가 있어 관서별로 중점적으로 대응해야 할 신고유형이 도출되었다. 또한, 46가지의 112신고 종별코드를 5가지로 체계적으로 분류하여 각 부문별 치안불안 표준화지수를 산출하였으며, 지역경찰관서별로 범죄, 여성청소년, 질서유지, 교통, 서비스요청 부문별로 취약한 분야를 구체적으로 파악할 수 있었다. 한편, 112신고통계에 포함된 신고주소를 활용하여 성폭력, 경범, 청소년비행 신고에 대한 지리적 분석을 실시하여 신고다발지역이 발견되었으며, 취약지역에 대한 현장조사를 실시한 결과 무질서와 열악한 시설 등 취약요인이 상당수 발견되어 지방자치단체와의 협업을 통한 환경개선이 필요함을 확인하였다. 분석결과에 따른 정책적 제언으로 112통계 분석의 활성화를 위해 분석담당 요원의 채용 또는 육성, 중장기적으로 치안 R&D사업과 연계한 112통계 분석시스템의 구축, 112신고 자료의 중요성 인식과 이에 기반한 경찰활동의 개선 등을 제시하였다. 112신고 자료에 대한 심층적인 분석을 통해 지역실정에 맞는 맞춤형 경찰활동과 향후 범죄발생을 미연에 예방할 수 있는 예측적 경찰활동을 수행할 필요가 있다.

영문 초록

Despite the importance of 112 data, there has not been systematic analysis and research for crime prevention. We conducted an empirical analysis on the 112 report data received at one police station in Gyeong-gi province, and identified policy implications for improving safety of the area. As a result, many 112 reports were received in the evening hours, and the percentage of urgent reports was low overall, so it was necessary to concentrate the police force at the time of reporting. In addition, there were considerable differences between the local police substations in terms of the number of reported cases and types of declarations. As a result of cross-tabulation according to type of report and time, it was confirmed that police activities should be strengthened at the time of many crimes. Moreover, 46 codes of 112 were systematically classified into 5 categories, and the safety anxiety standardization index for each category was calculated. Local police could identify areas of vulnerability by crime, female youth, order maintenance, traffic, and service requests. Meanwhile, using the address included in the 112 data, geographical analysis was conducted on sexual violence, misdemeanor and juvenile delinquency and hotspots were found. Many of the vulnerable factors such as physical disorder, social disorder, and poor facilities were found on the field survey, and physical environment improvements through collaboration with local government was necessary. Based on the results, it can be suggested that the recruitment or training of analysts in order to activate 112 statistical analysis, the establishment of 112 statistical analysis system in connection with the public safety R&D project in the country, the recognition of the importance of the 112 report data and the improvement of police activities based on them.
