국문 초록

This study compares the ICT-based elderly care systems of Korea and Japan in response to the growing demand for long-term care services driven by rapid population aging. Using a multidimensional framework, the study analyzes four key dimensions: legal and policy frameworks, technological infrastructure, service delivery systems, and financial structures. The findings reveal that Japan, led by private sector-driven technological innovations and integrated data systems, offers diverse and personalized care services, primarily managed at the local level. In contrast, Korea ensures service quality and accessibility through a centralized, government-led system but exhibits limitations in private sector involvement and technological utilization. Based on these findings, this study proposes key policy directions for Korea, including strengthening public-private collaboration, developing integrated data platforms, expanding regionally customized services, and enhancing the digital competencies of care workers.
