국문 초록

The advancement of artificial intelligence (AI) technology is driving transformative changes in the defense sector, with applications spanning AI-powered unmanned combat systems, optimized command and control, enhanced cyber-security, and improved military logistics and operations. Consequently, securing and training AI professionals capable of effectively utilizing AI for military purposes has become a crucial factor in strengthening national security capabilities. This study aims to analyze the definition and necessity of AI experts in defense, examine key AI applications in the military, and propose strategic measures for effectively fostering and managing AI professionals. This paper defines the technical, military, and ethical competencies required for defense AI professionals and analyzes their roles in defense research and development (R&D) and field applications. Additionally, it explores challenges in the AI experts development process and discusses policy- and strategy-based solutions. By comparing and analyzing AI experts development initiatives in leading military nations, the study proposes an AI experts training model tailored to the defense sector. Through this, we aim to provide practical recommendations for collaboration among the Ministry of National Defense, research institutions, defense companies, and academia to efficiently cultivate and utilize AI experts. The study identifies key elements necessary for systematically fostering AI professionals, including foundational education, hands-on training and R&D experience, the establishment of AI-specialized military occupational tracks, strengthening cooperation with private and international entities, and supporting AI research and policy development. Furthermore, it suggests strategic measures such as operating AI-focused training programs, conducting field-based AI projects integrated with military training, developing AI-based command and control and tactical automation systems, and expanding collaboration with global AI research institutes and defense companies to ensure that AI professionals contribute effectively to military operations and weapons system development.
