As the demand for local healthcare and the proportion of adult learners in higher education increase, nursing departments in regional universities are emerging as critical sites for lifelong learning. However, current curricula in nursing programs remain heavily focused on clinical skills and national licensure preparation, often excluding cultural competence education. This leads to a gap between professional training and the emotional, ethical, and civic capacities required in real-world nursing practice. This study explores the educational possibility of integrating cultural competence into the nursing curriculum for adult learners, particularly from the perspective of lifelong education. Adopting an exploratory document analysis approach, the study reviews theoretical frameworks of cultural competence and compares three case groups: the Korea National Open University (KNOU) Department of Nursing, the LiFE College at SeoulTech, and seven nursing departments in Gwangju-region universities based on their 2025 admissions guidelines. The findings reveal that while the KNOU provides structural flexibility for adult learners, cultural education is not institutionalized. In contrast, SeoulTech offers a well-integrated model where civic-based cultural education is linked to both formal and non-formal learning. The Gwangju-region schools largely lack such structures. The study identifies four key components of cultural competence—sensitivity, expressiveness, civic engagement, and cultural literacy—and uses them as an analytical framework. This research suggests that nursing education should adopt culture-based modules not as supplementary but as foundational to professional competence, contributing to both educational reform and public health ethics in the region.
