국문 초록

This study examines the structural and legal limitations of current nursing education in South Korea in relation to adult learners, focusing on regional universities in Gwangju and surrounding areas. The research is grounded in the understanding that nursing education is heavily regulated by national licensure and practical training standards, making it one of the least flexible disciplines for adult re-entry or career conversion. The objective of the study is to propose a lifelong nursing education model that separates adult learner programs from traditional full-time undergraduate tracks. The model emphasizes blended learning, recognition of prior learning (RPL), and collaboration with local healthcare institutions. Methodologically, this study applies comparative policy analysis of 13 universities’ admission guidelines, alongside legal text reviews (Higher Education Act, Lifelong Education Act, and Credit Recognition Act), and institutional case studies. Findings suggest that while adult learner admission routes exist, there is little flexibility in instructional delivery or practicum arrangements. Therefore, a separate adult learner pathway, institutionally and legally, must be established. This model could improve nursing workforce retention, support regional healthcare systems, and reduce educational inequality for adult learners.
