국문 초록

이 글의 주된 목적은 1982년 <애마부인> 개봉 이후 80년대 내내 한국영화계를 지배하다시피 했던 성애영화 번성 시대를 초래한 원인을 살펴보는 데 있다. 그간 많은담론과 연구들은 대체로 그 원인을 ‘3S 정책’에서 찾아왔다. 그러나 실제 3S 정책의구체적인 내용이나, 이 정책과 성애영화 번성의 인과관계를 밝히고자 하는 노력은 거의 없다시피 했으며, 그 실체 역시 모호한 상황이다. 이에 이 글은 ‘3S 정책’, 혹은 정권의 의도라는 증명되지 않는 모호한 변인을 배제하고, 영화(산업)계 내부의 다양한변화들을 분석하여 그 원인을 찾고자 했다. 이를 위해 실제 검열 행정당국과 업계의역관계, 검열 행정의 절차들, 업계의 담론들, 문화-미디어산업계의 변화 양상과 영화산업의 위치 등 내부적인 요인들을 살폈고, 그 결과 1980년대 초 성애영화의 번성을초래한 다음 네 가지 변인들을 추출했다. 1) 컬러TV의 등장 이후 영화산업의 위기 국면에서 영화업계 생존을 위한 검열 완화의 주장이 거세졌다는 점 2) 이 시기 검열의주안점으로 부상한 청소년 보호의 논리가 아이러니하게도 성인영화의 등장을 촉진했다는 점 3) 공연윤리위원회(공윤)가 영화의 질에 보다 관심을 가지게 됨으로써 검열을 완화해 갔다는 점 4) 마지막으로 1981년부터 시작된 영화법 개정의 움직임이 전반적인 영화업계의 자유화를 촉진했다는 점 등이다. 이 글을 통해 그간 다소간 표피적인 차원에서만 논의되었던 성애영화의 번성 원인, 나아가 1980년대 초 한국영화산업과 검열에 대한 이해가 제고될 수 있기를 기대한다.

영문 초록

The primary aim of this paper is to investigate the causes that led to the rise of ero-films(sexually explicit films) that came to dominate the Korean film industry following the release of Madame Aema in 1982. While existing discourse and scholarship have largely attributed this phenomenon to the so-called “3S Policy” (Sports, Screen, and Sex), there has been little effort to clarify the actual content of this policy or to establish a causal relationship between the policy and the proliferation of erotic cinema. In fact, the very substance of the “3S Policy” remains ambiguous and insufficiently substantiated. This study thus seeks to move beyond the unverified and nebulous explanatory framework of the regime’s intentions or the “3S Policy,” and instead identifies causes within the internal dynamics and transformations of the film industry itself. To this end, the paper examines a range of internal factors, including the power dynamics between censorship authorities and the film industry, the procedural aspects of censorship administration, industrial discourses, the shifting landscape of the broader cultural and media industries, and the evolving status of cinema therein. Through this analysis, the paper identifies four key factors that contributed to the boom of erotic cinema in the early 1980s: (1) in the wake of the advent of color television, the film industry entered a period of crisis, during which calls for relaxed censorship intensified as a means of survival; (2) the rise of youth protection as a central concern in censorship ironically facilitated the legitimization of adult films; (3) the Korean Ethics Committee for Performing Arts (commonly known as Gongyun) began to prioritize the aesthetic and technical quality of films, which led to a loosening of censorship standards; and (4) the movement toward the revision of the Motion Picture Law from 1981 onward contributed to a broader liberalization of the film industry. This paper ultimately aims to deepen our understanding of both the proliferation of erotic cinema?heretofore often discussed only at a surface level?and the broader industrial and censorship frameworks of Korean cinema in the early 1980s.
