국문 초록

본 연구는 국제사회의 ‘정신건강 및 심리사회적 지원서비스(MHPSS)’를 통한 ODA 확대 필요성에 대해 고찰하고자 한다. 정신건강 문제는 우리나라뿐만 아니라 전 세계가 주목하고 있는 이슈이다. 특히 코로나 19(COVID-19)로 인한 팬데믹(Pandemic) 이후 정신건강 문제가 사회문제로 급부상하면서 정신건강 케어(care)는 더욱 중요해졌다. 정신건강 문제는 어느 한 지역만의 문제가 아닌, 전 세계가 공통으로 해결해야 하는 중요한 사안이 되었다. 특히, 국제사회에서 고립되어 있거나 전쟁 등 갈등 상황에 처해있는 국가의 국민일수록 정신적으로 많은 문제가 발생하고 있다. 세계적으로 정신건강의 중요도가 높아지고 있는 많은 국가에서 정신건강 분야를 중요하게 인식하고 있으나, 인식에 비해 관련 제반이 마련되어 있지 않다. 특히 저개발 국가들은 한정된 정책예산으로 지역 자체에서 정신건강 증진에 대한 수요를 충족시킬 수 있는 능력이 부족한 상태라고 볼 수 있다. 건강한 정신과 심리상태를 유지하는 것은 개인 및 사회적 차원에서 매우 중요하다. 북한과 같이 폐쇄적인 국가일수록 인도적 위기 발생 가능성이 높다. 북한은 중증 정신질환에 한해 질병의 개념이 있고, 다양한 치료가 제공되지 못하는 실정이다. 그러므로 정신건강 증진을 위해서는 국제사회가 이에 대한 원조를 확대하고, 이를 함께 해결하려 노력할 필요가 있다.

영문 초록

This study aims to examine the necessity of expanding ODA through the international community's ‘Mental Health and Psychosocial Support(MHPSS)’. Mental health is an issue that not only Korea, but also the entire world, is paying attention to. In particular, mental health care has become more important as mental health issues have rapidly emerged as social problems following the COVID-19 pandemic. Mental health issues are not confined to a single region; they are a critical global concern that must be addressed collectively. In particular, the more isolated countries are from the international community, or the more they are embroiled in conflict situations such as war, the more prevalent mental health problems become. While many countries around the world are increasingly recognizing the importance of mental health, there remains a significant gap between recognition and the implementation of effective measures. In particular, underdeveloped countries lack the capacity to meet the demand for mental health promotion within their regions due to limited policy budgets. Maintaining a healthy mental and psychological state is crucial at both the individual and societal levels. To improve mental health globally, the international community needs to expand aid and work together to address this issue.
