북한 봉산군 천덕농장의 고리형 순환생산체계 구상에 관한 연구

국문 초록

2020년 기준으로 북한 인구의 약 43%가 적절한 식량을 공급받지 못하고 있으며, 북한의 식량 문제는 2020년대에도 계속될 것으로 보인다. 김정은 집권 이후 북한 당국은 고리형 순환생산체계의 도입 등 각종 농업 정책을 시행하고 있으나, 비료와 종자 부족, 자연재해 등으로 어려움을 겪고 있다. 본 연구는 황해북도 봉산군 천덕리 소재 천덕농장(구: 천덕협동농장)을 대상으로 고리형 순환생산체계를 가상으로 구상해보았다. 해당 농장은 80ha의 논과 655ha의 밭을 보유하였으며, 논에서 벼를 재배하고 밭에서는 옥수수를 주요 작물로 단작 재배하고 있었다. 2010년대를 기준으로 천덕리의 가구수는 890호, 가구원 약 3,560명으로 추정되는데, 이 경우 최소 연간 224톤의 쌀과 292톤의 옥수수가 필요하다. 논과 밭의 면적을 고려할 때 곡물 수요를 충당할 수 있겠지만, 순환 생산체계를 도입한다면 단백질 생산량이 증가하여 영양균형에 도움이 될 것이다. 따라서 순환 생산체계를 운영하기 위한 이모작을 도입할 필요가 있으며, 겨울철에는 사료작물로 트리티케일을 재배하여 돼지 사료를 공급하고 축산업을 활성화할 필요가 있다. 현재 남북 관계가 경색 국면이지만, 추후 남북농업협력이 진척되고 그 과정에서 구체적인 실천 방안이 필요할 때 본 연구에서 제안한 모형이 남북협력 성공 사례로 자리매김하기를 희망한다.

영문 초록

As of 2020, approximately 43% of North Korea's population does not receive adequate food supplies, and it is anticipated that North Korea's food problems will persist throughout the 2020s. Since Kim Jong-un's rise to power, North Korean authorities have implemented various agricultural policies, including the introduction of a circular production system, but they continue to face challenges due to shortages of fertilizers and seeds, as well as natural disasters. This study presents a virtual design of a circular production system for the Cheondeok Farm (formerly known as Cheondeok Cooperative Farm) located in Cheondeok-Ri, Bongcheon-Gun, Hwanghaebok-Do. The farm encompasses 80 hectares of rice paddies and 655 hectares of fields, with rice being cultivated in the paddies and corn as the primary crop in the fields through monoculture practices. As of the 2010s, Cheondeok-ri is estimated to have 890 households with approximately 3,560 residents, requiring at least 224 tons of rice and 292 tons of corn annually. Given the area of rice paddies and fields, it is possible to meet the grain demand. However, the introduction of a circular production system would increase protein production and help improve nutritional balance. Therefore, it is necessary to implement a double cropping system. During the winter season, triticale should be cultivated as a forage crop to provide feed for pigs and to promote livestock farming. Although inter-Korean relations are currently strained, it is hoped that when inter-Korean agricultural cooperation progresses and concrete implementation plans are needed in the future, the model proposed in this study will serve as a successful example of such cooperation.
