Research on the synergistic mechanism of higher education and industrial undertaking in the “strong provincial capital” strategy : Focusing on the Case of Hefei City, China

국문 초록

이 연구는 중국의 ‘강력한 지방 성도’ 전략에 따라 합비시 지역경제의 조화로운 발전과 산업구조의 최적화 및 업그레이드에 대한 고등교육과 산업승계의 영향을 조사하였다. 이 전략적 관행은 ‘국가 중심 도시’의 개념, 즉 성 전체의 자원 개발에 중점을 둔 중심 도시와 유사하며 주로 고등 교육과 산업 자원을 강조한다. 본 논문에서는 시스템 동역학 모델을 적용하여 ‘강력한 지방 성도’ 전략의 영향으로 고등교육과 산업승계 정책의 시너지 효과를 분석하기 위해 Vensimple 버전을 사용하였다. 시스템 동역학 모델은 합비시의 산업 구조 최적화에서 고등 교육 및 산업 인수 정책의 동적 시너지 효과를 보여준다. 모델 역할에 대해 본 연구는 정책 민감도 향상, 조세 및 산업 사슬 지원 최적화, 산학연 협력 및 혁신 능력 강화, 산업 집적 효과 강화, 지적 재산권 보호 및 인센티브 강화, 전문 설정 최적화, 협력 지원 메커니즘 구축 및 기타 정책 제안을 제시하여 고등 교육 및 산업 인수 정책의 협력 메커니즘을 더욱 최적화한다. 연구 결과에 따르면 시스템 동역학 모델은 합비시 고등교육과 산업정책의 시너지 효과를 효과적으로 시뮬레이션하고 예측할 수 있으며 합비시 및 기타 성급 성도의 산업 구조 최적화에 대한 이론적 근거와 실천적 지침을 제공하고 “강력한 지방 성도” 전략에 따라 산업 구조 최적화의 이론 체계를 풍부하게 하고 정책 수립을 위한 과학적 근거를 제공하며 성급 성도의 고품질 경제 발전을 촉진하는 데 중요한 이론과 실천적 가치를 제공한다.

영문 초록

This study discusses the impact of higher education and industrial undertaking on the coordinated development of regional economy and the optimization and upgrading of industrial structure in Hefei under the “strong provincial capital” strategy in China. This paper uses Vensim ple version to analyze the synergistic effect of higher education and industrial undertaking policy under the influence of “strong provincial capital” strategy by applying system dynamics model in Hefei. In response to the ｍodel analysis, this study proposed policy recommendations such as enhancing policy sensitivity, optimizing taxation and industrial chain support, strengthening industry-university-research cooperation and innovation capabilities, strengthening industrial agglomeration effects, increasing intellectual property protection and incentives, optimizing professional settings, and building a synergistic support mechanism. The research results show that the system dynamics model can effectively simulate and predict the synergistic effect between higher education and industrial policy in Hefei City, providing a theoretical basis and practical guidance for the optimization of the industrial structure in Hefei and even other provincial capital cities.
