문화예술지원 체계에 대한 개선방안 연구 - 기초문화예술 지원사업의 사례분석을 중심으로

국문 초록

본 연구는 경기문화재단의 ‘모든 예술 31’지원 사업 중 부천문화재단의 ‘예술찾기 미로’ 사업과 의정부 문화재단의‘의정부 마중물 프로젝트’사업의 사례연구를 통해 문화예술지원체계에 대한 개선 및 발전방안을 연구하는 데에 목적을 두고 있다. 현재 문화예술지원사업을 분석하고, 기초예술 또는 순수예술 분야를 지원하는 문화예술지원사업의 사례를 중심으로 선행연구 및 자료조사와 문화예술계 종사자 및 전문예술 행정인과의 인터뷰를 진행하였다. 분석내용을 바탕으로 우리나라의 문화예술의 근본이 되는 순수예술 분야의 지속적 지원과 코로나 팬데믹처럼 국가적 재난상황시에 예술인들을 보호할 제도적인 측면에도 문화예술지원사업의 지속적인 발전방안에 대한 연구를 하였다. 결과적으로 기초문화재단의 문화예술지원사업에 대한 자율성 및 독립성을 확보해서 지역사회에 맞게 사업을 정비하고, 문화예술의 사회적 가치에 대한 공감대 형성 및 지원사업에 대한 사례 수집과 데이터 공유가 필요하다고 생각된다. 전문가 및 예술계 인사들의 의견을 종합해 볼 때 현재의 지원방식인 도구적 관점에서 이제 제도적 관점으로 문화예술지원사업이 발전되어야 한다.

영문 초록

The purpose of this study is to study the improvement and development of the cultural support system through case studies of Bucheon Cultural Foundation’s ‘Art Finding Labyrinth’ project and Uijeongbu Cultural Foundation’s ‘Uijeongbu Welcome Project’ among the Gyeonggi Cultural Foundation’s ‘All Arts 31’ support projects. We analyzed the current cultural support projects, and focused on the cases of cultural support projects that support the basic or fine arts, conducting prior research and data collection, and interviews with cultural workers and professional arts administrators. Based on the analysis, we studied how to continue to support the fine arts sector, which is fundamental to Korea’s culture and arts, and how to continue to develop cultural support programs in terms of institutional aspects to protect artists in times of national disasters such as the corona pandemic. As a result, it is necessary to secure autonomy and independence for the cultural support projects of basic cultural institutions so that they can be tailored to local communities, to build consensus on the social value of culture and arts, and to collect cases and share data on support projects. Considering the opinions of experts and art world figures, it is necessary to develop cultural support projects from an institutional perspective from the current support method, which is an instrumental perspective.
