국문 초록

｢지역문화진흥법｣은 지역의 문화발전을 체계적으로 지원하여 지역의 문화격차를 해소하고 지역민의 삶의 질을 향상하는 것을 목적으로 한다. 법 제정 이후 지방자치단체는 지역문화 진흥 조례를 제정하여 시행하고 있다. 본 연구는 광역자치단체의 지역문화진흥 조례를 비교 분석하여 특징과 한계를 파악하고 현황을 검토하는 것을 목적으로 한다. 분석결과 지역문화 진흥조례는 지역의 특성을 반영하는데 한계가 있었으며, 지역문화진흥의 제도적 기반을 마련하기는 하였으나, 지역문화진흥을 위한 구체적인 방법은 마련되어 있지 않았다. 분석결과를 토대로 지역문화진흥 조례가 실효성을 확보하기 위하여 내용적 특수성, 절차적 정당성 등을 확보하는 방안을 제안하였다.

영문 초록

The Local Culture Promotion Act aims to support the development of local culture to close the cultural gap in the region and improve the quality of life of local residents. Since the enactment of the law, local governments have enacted and implemented local culture promotion ordinances. The purpose of this study is to identify characteristics and limitations and review the current status by comparing and analyzing regional culture promotion ordinances of metropolitan governments. As a result of the study, the local culture promotion ordinance had limitations in reflecting the characteristics of the region, and although it laid the institutional foundation for local culture promotion, there was no specific method for local culture promotion. Based on the analysis results, in order to secure the effectiveness of the local culture promotion ordinance, a plan was proposed to secure content specificity and procedural justification.
