국문 초록

본 연구는 침묵을 유발하는 거시(Macro-level) 및 중시(Meso-level) 요인에 대한 선행연구가 많이 이루어지지 않았다는 점, 체념적 침묵 및 방어적 침묵의 유발요인 간 차이에 대한 실증연구가 필요하다는 점에 응답한다. 국가단위의 집단주의 문화 수준과 조직의 민간 및 공공 특성이 체념적 및 방어적 침묵에 미치는 영향을 검증하기 위하여 본 연구는 두 침묵간의 상관성에 주목하였다. 분석을 위하여 국내 및 국제 학계 전반에서 실시된 실증연구로부터 추출한 체념적 및 방어적 침묵의 상관성을 종속변수로, 조직의 민간 및 공공 여부, 소속 국가의 집단주의 수준을 독립변수로 설정하였다. 분석 결과, 조직원이 공공조직에 소속될 경우, 그리고 해당 국가의 집단주의 문화 수준이 높을 경우 체념적 및 방어적 침묵 간의 상관성이 높아짐을 확인하였다. 이에 따라 조직원이 속한 조직 및 국가의 특성에 따라 체념적 및 방어적 침묵이 동시에 유발되지만, 그 상관성의 강도는 달라질 수 있음을 검증하였다. 이를 통해 능동성과 수동성에 기반한 체념적 및 방어적 침묵간의 차이를 더욱 가시화 하는 거시적 및 중시적 요인으로서 조직의 민간 및 공공 여부와 집단주의 문화의 수준을 실증하였으며, 두 유형의 침묵에 대한 이론적 분리 및 각 개념을 대상으로 구체화에 기여하였다. 또한, 상관계수가 높거나 낮음에 따른 조직 관리전략을 정책적 함의로서 제안한다.

영문 초록

This study addresses the gap in research concerning macro-level and meso-level factors that induce organizational silence, highlighting the need for empirical investigations into the distinct causative factors of acquiescent and defensive silence. To explore the impact of national-level collectivism and the private and public characteristics of organizations on these forms of silence, we analyzed the correlation between the two. For this analysis, we used empirical data from studies conducted both domestically and internationally, setting the correlation between acquiescent and defensive silence as the dependent variable. Independent variable was set with the organizational nature (private or public) and the level of collectivism in the country. The results confirmed that the correlation between acquiescent and defensive silence intensifies in public organizations and in countries with a high level of collectivist culture. This finding suggests that acquiescent and defensive silence can be concurrently induced based on the characteristics of the organization and the cultural context of the country, although the strength of this correlation may vary. Consequently, this study contributes to the theoretical distinction and conceptual clarification of these two types of silence by empirically demonstrating how the private-public nature of organizations and the level of collectivist culture serve as significant macro and meso factors. Furthermore, based on the correlation observed between the two types of silence, we propose organizational management strategies as policy implications.
