지방소멸 위기지역 유형화 및 지역안전간의 영향요인 분석 : 경남 11개 시·군을 대상으로

국문 초록

우리나라는 저출산·고령화 시대에 접어들면서 인구구조 변화가 급속하게 변화함에 따라 인구감소 위기가 주요 이슈로 부각되고 있다. 소멸위험지역은 ‘깨진 유리창 이론’ 에 따라 지역사회의 응집력 해체로 연결되어 범죄발생의 원인이 될 수 있다. 본 연구에서는 경남 11개 시·군을 대상으로 인구감소의 특성 및 지역적 차이를 가늠할 수 있는 주거환경 요인을 도출하고, 인구 및 주거환경요인에 따라 지역을 유형화하여 지역 안전의 영향요인을 파악하고자 한다. 분석을 위하여 국가정책 및 선행연구를 통해 도출된 8개 부문 24개 지표를 선정하였다. 요인분석결과 10개의 요인으로 분류되었고 10개의 요인을 4개의 군집으로 유형화하였다. 마지막으로 지역안전에 영향을 미치는 요인을 분석하기 위해 회귀분석을 진행하였다. 회귀분석결과, 인구규모와 산업적 요인은 지역쇠퇴를 억제하고 지역안전에 정(+)의 영향을 미치는 것으로 나타났고, 빈집 및 노후주택비율은 지역안전에 부(-)의 영향을 미치고 지역쇠퇴를 심화시킬 수 있는 것으로 나타났다. 분석결과를 근거로 제언을 하면, 지역안전을 제고하며 지역쇠퇴를 억제하는 방안이 필요하다. 이를 위해 비수도권의 집중적인 지역쇠퇴 억제와 지역안전제고, 빈집과 노후주택에 대한 주택개량과 정비, 경제적 측면이 고려된 도시재생을 통해 안전한 지역을 조성하는 것이 필요함을 제시하였다.

영문 초록

Korea is experiencing rapid changes in population structure due to the lowest fertility rate and high ageing rate. To understand the problems of depopulated areas, it is necessary to focus on regional difference in residential environment and identify their characteristics. This study derived affecting factors that can determine regional difference for 11 cities and counties in Gyeongnam and categorized regions according the population decline index, which was the basis for the designation of population decline areas. Then, the differences were categorized by cluster analysis. The cluster analysis yielded four clusters: Cluster 1(3 areas), Cluster 2(3 areas), Cluster 3(2 areas) and Cluster 4(3 areas). Finally to analyze factors affcting urban safety, regression analysis was performed. As a result of regression analysis, it was found that population size and industrial factors suppressed regional decline and had a positive effect on regional safety. And the ratio of vacant houses and old housing could have a negative effect on regional safety and deepen regional decline. Therefore, it is needed to come up with measures to improve social safety and prevent local extinction. To realize that, this study suggests the necessity to create a safe city by curbing local extinction concentrated in non-metropolitan areas and improve urban safety in them, modernizing and maintaining empty or old houses, actualize urban regeneration in consideration of economic aspects.
