국문 초록

본 연구는 부패와 경제성장 간의 다층적 관계를 정성적 사례 분석을 통해 살펴보며, 기존 계량적 방법의 한계를 보완하고자 한다. 캄보디아, 중국, 콩고민주공화국, 조지아의 사례를 분석함으로써, 본 논문은 부패가 단기적으로는 경제적 이익을 촉진하면서 동시에 장기적으로는 심대한 비용을 초래하는 이중적 효과가 있음을 보여준다. 더 나아가, 본 연구는 책임성 있는 거버넌스(governance with accountability)라는 새로운 이론적 틀을 제시하며, 투명하고 책임성 있는 거버넌스가 부패의 부정적 영향을 완화하는 동시에 지속 가능한 경제 성장을 촉진하는 데 중요한 역할을 함을 강조한다. 또한 한국과 중국의 사례를 활용하여, 서로 다른 수준의 책임성이 거버넌스의 효과성과 경제적 성과에 어떻게 영향을 미치는지를 보여준다. 이러한 연구 결과는 다양한 정치적·경제적 맥락에서 공정하고 지속 가능한 성장을 이끌어낼 수 있는 거버넌스 체계 설계에 실천 가능한 시사점을 제공할 것이다.

영문 초록

This study examines the multifaceted relationship between corruption and economic growth through a qualitative, case-based approach, addressing limitations in existing quantitative methods. By analyzing cases from Cambodia, China, the Democratic Republic of the Congo, and Georgia, this paper explores the dual impacts of corruption—highlighting contexts where corruption has both facilitated short-term economic gains and imposed significant long-term costs. Additionally, the study introduces a novel theoretical framework, “governance with accountability,” which underscores the role of transparent and accountable governance in mitigating corruption's negative impacts while fostering sustainable economic growth. Using examples from South Korea and China, the paper demonstrates how varying levels of accountability influence governance effectiveness and economic outcomes. The findings contribute to the broader discourse on global development by providing actionable insights into designing governance systems that promote equitable and sustainable growth in diverse political and economic settings.
