자치단체 현황과 공무원 인식분석을 통한 셉테드 정책 및 사업의 개선방안 연구

국문 초록

본 연구에서는 전국 자치단체의 셉테드 기본계획과 가이드라인 분석, 그리고 셉테드 업무 담당자 설문조사를 근거로 셉테드 사업단계별 현황을 고찰하고 시사점을 모색하였다. 주요 연구 결과는 다음과 같다. 첫째, 셉테드 사업의 근간이 되는 기본계획 및 가이드라인을 수립한 지자체는 총 57개로, 광역 시도에서 관련 정책 자료를 개발하면 하위 기초자치단체가 유사하게 개발하는 경향이 확인되었다. 둘째, 셉테드 기본계획은 셉테드에 초점을 둔 계획과 공공디자인 기본계획의 하위전략으로 수립된 계획을 구분되었다. 셋째, 셉테드 사업 절차(단계)는 사업 기획 및 계획, 대상지 공모 및 선정, 현황조사 및 분석, 계획 수립, 심의, 사업 실행, 유지관리 및 평가의 7단계로 구성되는데, 이러한 단계별 내용과 핵심 사항을 모두 포함하고 있는 기본계획이나 가이드라인은 없는 것이 확인되었다. 마지막으로 셉테드 담당 공무원 설문조사를 통해서 대부분의 사업이 주거지역에서 1~2억원의 예산으로 진행되고 있었다. 결국, 양적인 측면에서 셉테드 사업은 확산되고 있지만 지역의 범죄 문제에 대응하는 맞춤형 사업 추진을 위한 체계는 미흡한 것이 확인되었다. 이러한 문제 개선을 위해서는 단기적으로 조례에 기반해 수립되는 셉테드 기본계획의 내용을 체계화 또는 표준화시킬 필요가 있다. 그리고 장기적으로는 정부 차원의 셉테드 사업의 근거 법률이 마련되어야 할 것이다.

영문 초록

In this study, based on the analysis of the CPTED comprehensive plans and guidelines of local governments nationwide, and a survey of CPTED practitioners, the current status of each CPTED project stage was reviewed and implications were sought. The findings of this study are as follows. First, a total of 57 local governments have established the CPTED comprehensive plans and guidelines. Second, the CPTED comprehensive plans were divided between the CPTED-focused plan and the plan established as a sub-strategy of the Public Design Basic Plan. Third, the CPTED project procedure (step) consists of project planning and planning, public offering and selection of target sites, current status survey and analysis, planning, construction, execution, maintenance, and evaluation. But, it was confirmed that there was no comprehensive plan or guideline that included both the contents and key points of each step. Finally, most of the projects were carried out in residential areas. In conclusion, in terms of quantity, the CPTED projects are spreading, but the system for promoting customized projects to respond to local crime problems is considered insufficient. In order to solve these problems, it is necessary to systematize or standardize the contents of the CPTED comprehensive plan established based on ordinances in the short term. And in the long run, laws based on the government-level CPTED projects should be prepared. Summarizing the above results, although it must be used in daily life, there is a lack of facilities for space activation on deserted pedestrian paths, and the existing crime prevention facilities have a lack of number or low visibility, so the risk of personal crime is very high. For the safety of such pedestrian paths, environmental improvement by applying the principle of enhancing the legibility and activity support of CPTED is necessary, and additional facilities for traffic safety are also needed.
