국문 초록

The pre-hospital emergency electronic medical record (EMR) management system serves as a critical enabler in advancing medical informatization and enhancing urban emergency governance capacity. Using Qinhuangdao City as a case study, this paper systematically reviews the construction background and the domestic and international development status of pre-hospital emergency EMR systems. It provides an in-depth analysis of the local system’s functional module design, implementation standards, and practical operation mechanisms. Based on a multi-dimensional evaluation — covering data quality control, procedural standardization, and treatment efficiency improvement—the study comprehensively demonstrates the system’s effectiveness in improving pre-hospital care quality, optimizing resource allocation, and facilitating information sharing. Furthermore, the research explores the economic and social benefits derived from system deployment and offers actionable recommendations for management optimization with potential for broader application, aiming to provides valuable insights and a practical reference model for the informatization transformation of urban pre-hospital emergency systems in China.

영문 초록

院前急救电子病历管理系统是推动医疗信息化进程、提升城市应急治理能力的重要支撑工具。本文以秦皇岛市为案例，系统梳理了院前医疗急救电子病历系统的建设背景与国内外发展现状，深入分析了地方系统在功能模块设计、实施标准构建及应用运行中的实践路径与技术逻辑。在此基础上，通过对系统运行过程中的数据质量控制、流程规范、救治效率提升等多维度进行评估，全面呈现其在提升院前急救质量、优化资源配置、促进信息共享等方面的显著成效。研究还进一步探讨了系统运行所带来的经济与社会综合效益，提出具有推广价值的管理优化建议，以期为中国城市院前急救体系的信息化转型提供有益参考与实践范式。
