국문 초록

지속가능발전목표(SDGs)의 중요성이 커짐에 따라, 한국 정부는 농업 분야 공적개발원조(ODA)의 양적 확대뿐만 아니라 질적 개선에도 주목하고 있다. 본 연구는 한국의 농업 ODA가 수원국의 농업 생산성 향상뿐만 아니라 공여국의 교역증가에도 기여하는지를 평가하는 것을 목표로 한다. 분석 결과, 한국의 농업ODA는 앙골라의 작물 생산성을 증가시키는 효과를 보였으나, 축산 생산성에는 유의미한 영향을 미치지 못했다. 경제협력 측면에서는 ODA가 앙골라와 한국간 교역량에 부정적인 영향을 미쳤으며, 한국의 대(對)앙골라 수출에는 통계적으로 유의미한 변화가 나타나지 않았다. 이는 앙골라의 석유 의존 경제, 유가하락, 한국의 에너지 수입 다변화 등의 요인이 복합적으로 작용할 가능성이 존재한다. 본 연구는 단순한 재정적 지원을 넘어, ODA가 정책 목표에 부합하는 방식으로 효과적으로 운영되고 있는지를 평가할 필요성을 강조한다. 특히, 전략적 협력국을 선정할 때, ODA가 수원국의 빈곤 감소뿐만 아니라 공여국과의 경제 협력에도 기여할 수 있는지에 대한 면밀한 검토가 필요하다. 본 연구는 정부간 농업 원조의 효과성을 평가하는 데 기초 자료를 제공하며, 향후 ODA 정책수립에 시사점을 제시한다.

영문 초록

As the significance of the Sustainable Development Goals grows, the Korean government is focusing on not only quantitative expansion but also qualitative improvement of agricultural ODA. This study evaluates whether Korea’s agricultural ODA contributes not only to enhancing agricultural productivity in recipient countries but also to increasing trade volume with the donor country. The analysis results indicate that Korea’s agricultural ODA led to increased crop productivity in Angola but had no significant effect on livestock productivity. In terms of economic cooperation, ODA had a negative impact on trade volume between Angola and Korea, while there is no statistically significant change in Korea’s exports to Angola. This outcome is likely influenced by other factors such as Angola’s oil-dependent economy, the decline in global oil prices, and Korea’s diversification of energy import sources. These findings underscore the need to move beyond simple financial assistance and assess whether ODA is effectively aligned with policy objectives, as stipulated in the law. In particular, when selecting strategic partner countries, it is essential to carefully evaluate whether ODA generates positive impacts not only for the recipient country but also for the donor country. This study serves as a foundation for assessing the effectiveness of intergovernmental agricultural aid and offers insights for future ODA policy formulation.
