국문 초록

본 논문은 미군의 작전수행개념 발전과정을 통해 어떠한 요인에 의해 공지작전과 다영역작전이 개발되고 발전되었는지를 분석하고 그 과정 속에 유의미한 교훈을 찾아 한국군에 적용 가능한 방향을 제시하였다. 미 육군의 공지작전은 베트남 전쟁의 실패와 4차 중동전쟁의 교훈을 토대로, 다영역작전은 러시아와 중국의 A2AD 전략과 러시아의 크림반도 합병과정에서 교훈을 토대로 발전되었다. 당시 미 육군의 교육사령부와 미래사령부가 창설됨으로써 새로운 작전수행개념인 공지작전과 다영역작전이 성공적인 발전이 가능했고 전투발전의 중추적인 역할을 하였다. 또한 초대 교육사령관 드푸이 대장과 초대 미래사령관 머레이 대장은 공군과 해군, 해병대 등 타군 및 산·학·연, 동맹군과의 협업체계를 이끌면서 미 정부의 지원을 받았기에 가능했다. 이러한 미 육군의 노력은 한국군에 많은 의미를 던져주고 있는데, 한반도 안보환경에 부합된 작전수행개념 발전과 이를 발전시킬 전담부대를 개편하고, 추동력 유지를 위한 범정부적인 협업이 필요하다.

영문 초록

This paper analyzes the development and advancement of Air-Land operations and multi-domain operations through the development process of the US military's operational concept, finds meaningful lessons in the process, and suggests directions that can be applied to the ROK military. The US Army's Air-Land operations were developed based on the lessons from the failure of the Vietnam War and the Fourth Middle East War, while multi-domain operations were developed based on lessons from the Russian and Chinese A2AD strategies and the Russian annexation of the Crimean Peninsula. At that time, the establishment of the U.S. Army's Training and Doctrine Command, Futures Command allowed for the successful development of new operational concepts, such as Air-Land operations and multi-domain operations, and played a pivotal role in combat development. In addition, the first Training and Doctrine Command commander, General DePuy, and the first Futures Command commander, General Murray, were able to lead a collaborative system with other military branches such as the Air Force, Navy, and Marine Corps, as well as industry, academia, research, and allied forces, and received support from the U.S. government. These efforts by the U.S. Army are of great significance to the Korean military. In order to develop an operational concept that is suitable for the security environment of the Korean Peninsula and to reorganize the unit structure, which is a dedicated organization to develop it, and to maintain momentum, cooperation across the government is necessary.
