국문 초록

북한 핵이 실질적 위협으로 발전함에 따라 한미는 한국에 대한 미국의 확장억제 신뢰성을 확보하기 위한 다양한 방안을 논의해왔다. 이러한 노력의 일환으로 한미는 2023년 7월 한국에서 ‘핵협의그룹(NCG) 최초 회의를 개최하였다. 이미 한미 간에 외교·국방 차관급 협의체인 EDSCG, 국방 차관보급 협의체인 DSC 등의 확장억제 협의체가 포괄적 중층적 차원에서 운용하고 있음에도 불구하고 NCG를 추가한 것이다. 한미 확장억제는 과거에는 주로 한미 연례 국방장관회담(SCM)의 주요 논의 의제였으나 북한 핵과 WMD가 실질적 위협이 됨에 따라 이를 별도로 논의할 기구로 2010년 확장억제정책위원회(EDPC) 설립을 협의한 이후 다층적·포괄적 차원에서 논의되고 있다. 확장억제협의체는 북한 핵위협이 직접적 동인(動因)이 되었고 설립을 강하게 주장한 것은 주로 한국이었다. 미국이 확장억제를 제공하는 2가지 목적은 적대국의 핵무기 사용을 억제하고 동시에 동맹국의 핵무기 개발을 억제하는 이중적 목적이 있다. 한미 NCG 설립도 북한의 7차 핵실험 가능성과 지속적인 도발이 1차적 원인이나 북한 위협 증대에 따른 한국 내 핵무기 보유 여론의 획기적 증가가 중요한 동인이 되었다. 본 연구는 한미 확장억제협의체의 발전과정을 탐구하여 협의체의 설립 배경, 기능과 역할에 대해 알아보고 이를 통해 향후 한국의 확장억제 실행력을 보장하기 위한 정책적·전략적 대응방안을 제시하는데 목적이 있다.

영문 초록

With the development of North Korea’s nuclear ccapabilities, the ROK and the U.S. have developed various mechanism to ensure the effectiveness of extended deterrence. A wide range of consultations including the Nuclear Consultative Group (NCG) held in July of 2023 in Seoul has operated as a method to augment the credibility of extended deterrence from U.S.. In the past, ROK-U.S. extended deterrence consultations have taken place within the Security Consultative Meetings(SCMs). In 2010, a separate framework, Extended Deterrence Policy Committee(EDPC), was established in response to the north Korean nuclear and missile capabilities having become a direct and realistic threat. In 2016, the establishment of a whole-of-government consultative framework that was not limited in scope to security and diplomacy, EDSCG, was agreed upon. In 2023, the Presidents of the ROK and the U.S. announced the establishment of the Nuclear Consultative Group through the Washington Declaration and with it a mechanism to guarantee the ROK’s participation in the nuclear planning. The two goals of U.S. extended deterrence is to deter the use of nuclear weapons on U.S. allies, and to deter the development of nuclear weapons by those allies. This is reaffirmed by the U.S. NPR, which stated that nonproliferation is an important goal of U.S nuclear policy. While the possible 7th nuclear test conducted by North Korea was an important factor in the establishment of the NCG in 2023, the ROK’s continued demands to strengthen effectiveness of extended deterrence, Korean public opinion regarding the ROK’s development of its own nuclear weapons, and discussion amongst U.S. think tanks regarding ROK nuclear weapon possession were at the basis. From this perspective this study aims to find out tangible and reliable alternatives in order to reinforce effectiveness of extended deterrence of U.S in terms of strategy and politics by analyzing the developing process of Extended Deterrence mechanism between ROK and U.S.
