국문 초록

본 논문은 앙드레 보프르(AndréBeaufre)가 주장한 간접전략(Indirect Strategy) 개념을 중심으로, 특히 외부책략(exterior manoeuvre)의 역할 및 효과를 분석한다. 간접전략은 비군사적 수단과 군사적 수단을 결합한 방식으로 외부책략(정보심리전, 여론전 등)과 내부책략(군사적 행동)으로 구성되며 상대의 저항 의지를 약화시키고 승리를 달성하기 위해 외부책략의 중요성이 강조된다. 2014년 크림반도 병합은 러시아의 정보심리전과 우크라이나군 설득 전략을 통해 국제사회의 개입을 최소화하고 신속하게 군사적 목표를 달성한 반면, 2022년에는 ‘유럽의 지정학적 인식 변화’와 ‘서방의 강력한 경제 제재’로 인해 러시아의 간접전략 효과가 제한되었다. 이를 통해 현대 전쟁에서 외부책략의 중요성과 디지털 미디어, 정보전, 경제 제재, 여론전이 점차 부각되고 있음을 시사하며 이러한 분석은 하이브리드전(Hybrid Warfare)의 본질을 이해하는 데 기여하고 강대국 간 경쟁 속에서 한국이 효과적인 외교 및 안보 전략을 수립하기 위한 실질적 통찰을 제공한다.

영문 초록

This article focuses on the concept of indirect strategy advocated by Andr Beaufre, and analyzes the role and effectiveness of exterior maneuver in particular. Indirect strategy combines non-military and military means and consists of external maneuvers (information and psychological warfare, public opinion warfare, etc.) and internal maneuvers (military action), emphasizing the importance of external maneuvers to weaken the opponent's will to resist and achieve victory. While the annexation of Crimea in 2014 minimized international intervention and quickly achieved its military objectives through Russia's information psychological warfare and Ukrainian military persuasion strategies, in 2022, the effectiveness of Russia's indirect strategy was limited due to “changing geopolitical perceptions in Europe” and “strong economic sanctions from the West. This analysis contributes to understanding the nature of hybrid warfare and provides practical insights for South Korea to formulate an effective diplomatic and security strategy in the midst of great power competition.
