국문 초록

본 연구는 북한의 핵 위협이 진화하는 양상이 한미 동맹의 변화와 발전에 미치는 전략적 함의를 분석한다. 북한의 핵 개발 궤적을 면밀히 검토하며, 핵 및 미사일 기술 발전이 초래하는 동맹 발전에 대한 도전 과제를 제기한다. 한미 동맹은 역사적으로 이러한 위협에 대응하는 과정에서 강화되어 왔으나, 최근 미·중 전략 경쟁 심화와 같은 지역 안보 환경의 변화는 동맹 발전 전략에 대한 재평가를 요구하고 있다. 본 연구는 특히 북한의 미사일 실험 증가 및 ICBM 기술 고도화로 인해 한미 간 위협 인식에 차이가 발생하고 있으며, 이로 인해 기존 억제 태세의 효과성에 대한 의구심이 제기되고 있음을 지적한다. 연구는 한미 간 전략적 우선순위를 조정하고 확장억제 메커니즘을 고도화하는 것이, 북한의 핵 역량 발전 지속에도 불구하고 동맹의 지속적인 발전을 위해 필수적임을 강조한다. 아울러, 군사 및 기술적 상호운용성을 증진시키고, 변화하는 안보 환경에 유연하게 대응할 수 있는 확장억제 전략을 수립하는 것이 동맹 발전 뿐 아니라 지역 안정성 유지에도 핵심적인 요소가 될 것임을 제시한다.

영문 초록

This paper investigates the evolving North Korean nuclear threat and its implications for the ROK-U.S. alliance. Examining North Korea's nuclear trajectory, it highlights the severe challenges posed by its advancements in nuclear and missile technology. While the ROK-U.S. alliance has been historically strengthened in response to this threat, recent shifts in regional dynamics, including the intensifying U.S.-China competition, necessitate a reassessment of alliance development strategies. The analysis identifies a critical need to address differences in threat perception between the allies, driven by North Korea’s increased missile tests and ICBM advancements, which cast doubt on the effectiveness of existing deterrence posture. The study emphasizes that aligning ROK-U.S. strategic priorities and upgrading extended deterrence mechanisms are essential for continuous development of the alliance despite North Korea’s nuclear capabilities. Additionally, the findings suggest that enhancing military and technological inter-operabilities within the alliance, along with an adaptable extended deterrence strategy, will be vital to maintaining regional stability.
