국문 초록

몽골은 구소련에 이어 세계에서 두 번째로 사회주의 체제를 도입하였다. 몽골은 냉전이 와해하는 세계 역사의 흐름에서 구소련의 붕괴와 함께 독립하여 민주주의 체제로 전환하였다. 이후 국제사회의 일원으로 각국과 교류와 협력을 추진하면서 전통적인 목축업 중심의 산업구조에서 경제개발을 통해 산업 개편을 이루어 국가 발전으로 이어지도록 하고 있다. 오늘날 한국 입장에서 몽골은 정치, 경제적 또는 사회적으로 주목하거나 크게 관심을 두어야 하는 대상은 아니다. 냉엄한 국제정세에서 한국과 몽골은 이해관계가 상호 충돌하거나 갈등의 요인이 없기 때문일 것이다. 그러나 몽골은 민주주의를 강화하고, 개혁개방을 정책으로 뒷받침하기 위한 법률 환경을 개선하며, 막대한 지하 지원을 바탕으로 한국의 발전을 모델로 하여 미래의 산업 국가로 도약하려고 하고 있다. 아직은 경제와 산업발전을 뒷받침하는 소방 안전을 위한 국가적 역량이 미흡하지만, 산업발전에 나서는 몽골의 화재안전환경과 실태를 미리 살피는 것이 우선되어야 할 일이다. 따라서 본 연구는 산업 발전을 위한 몽골의 정책 중에서 사회 안정에 필수 요소인 화재 안전정책과 제도를 중심으로 소방환경과 실태를 살펴보고, 분석하여 화재 교육 훈련과 소방 기술, 소방 규제를 중심으로 문제점과 개선 방안 등을 선험적으로 제시하고자 한다.

영문 초록

Mongolia was the second country in the world to adopt a socialist system after the former Soviet Union. Mongolia became independent and transitioned to a democratic system along with the collapse of the former Soviet Union in the course of world history when the Cold War was falling apart. Since then, as a member of the international community, it has promoted exchanges and cooperation with each country, and has been reorganizing industries through economic development from its traditional livestock-centered industrial structure, leading to national development. Today, Mongolia is not a country that Korea should pay attention to or be interested in politically, economically, or socially. This may be because Korea and Mongolia do not have conflicting interests or factors of conflict in the harsh international situation. However, Mongolia is trying to strengthen democracy, improve the legal environment to support reform and openness as a policy, and leap forward as a future industrial country modeled after Korea’s development based on massive underground support. Although the national capacity for fire safety that supports economic and industrial development is still insufficient, it is a priority to examine the fire safety environment and actual conditions of Mongolia, which is embarking on industrial development. Therefore, this study aims to examine and analyze the fire environment and actual conditions, focusing on fire safety policies and systems, which are essential elements of social stability among Mongolia's policies for industrial development, and to suggest problems and improvement measures, focusing on fire education and training, fire technology, and fire regulations.
