국문 초록

본 연구는 외국인 노동자의 유입이 한국의 각 연령대의 내국인 노동자의 고용에 미치는 영향을 분석하였다. 노동자 연령의 이질성을 고려하여 노동자를 15~29세(청년층), 30~49세(중년층), 50세 이상(노년층)으로 구분하였다. 2016년부터 2022년까지의 한국 16개 시, 도 대상으로 패널자료를 이용하여 각 연령대 외국인 노동자와 한국인 노동자의 관계를 실증적으로 분석하였다. 분석결과 청년층 외국인 노동자의 유입은 청년층 한국인 노동자의 고용에 대해 부정적인 영향을 미치는 반면에 중년층 한국인 노동자의 고용에 대해 긍정적인 영향을 미친다는 것으로 나타났다. 또한 중년층 외국인 노동자의 유입은 노년층 한국인 노동자의 고용에 대해 긍정적인 영향을 미치는 것으로 확인하였다. 따라서 외국인 노동자는 청년층 한국인 노동자와 대체관계를 나타내지만 중년층 한국인 노동자와 보완관계를 나타낸다. 중년층 외국인 노동자는 노년층 한국인 노동자는 보완관계를 나타낸다. 이에 따라 본 연구는 정부가 외국인 노동자를 유입할 때 각 연령대 노동자의 특성을 고려한 정책을 수립하는 데 증거를 제공하고자 한다.

영문 초록

This study analyzed the impact of foreign workers inflows on the employment of native workers across various age groups in Korea. Based on the age heterogeneity of workers, this study categorizes them into three distinct groups: 15-29 years (youth group), 30-49 years (middle-aged group), and 50 years and above (senior group). Utilizing panel data from 16 provinces and cities in Korea from 2016 to 2022, this research empirically examines the relationships between foreign workers and native workers within these age categories. The results reveal that an influx of young foreign workers adversely affects the employment of young native workers while positively influencing the employment of middle-aged native workers. Furthermore, the results also show that an influx of middle-aged foreign workers has a beneficial effect on senior native worker employment. Consequently, this study concludes that young foreign workers exhibit a substitutional relationship with young native workers but foster a complementary relationship with middle-aged native workers; conversely, middle-aged foreign workers demonstrate a complementary association with senior native workers. The objective is to provide evidences for the government in formulating policies that take into account the age dynamics among its workforce when integrating foreign labor.
