국문 초록

이 연구는 북한의 디지털 전환 정책에 따른 의미와 속성을 김정은 통치전략의 측면에서 분석하였다. 연구결과는 다음과 같다. 첫째, 북한 디지털 전환 정책은 COVID19배경에서 그 구조와 목표, 추진내용으로 구체화되었으며, 이후 법 제·개정들을 거쳐 현재 경제사회 전반 하부구조의 디지털화를 구축하는 것을 목표로 한다. 둘째, 작금의 시점에서 북한의 디지털 전환 정책은 제한된 자원과 낙후한 산업구조, 대외고립과 자립정책, 계획과 시장의 공존, 부패와 관리, 사회주의와 반사회주의와 같은 경계들에서 ‘사회주의 운명’과 직결된 가장 사활적인 전략으로 인식된다. 셋째, 북한의 디지털 전환 정책은 주로 정보통제나 보안, 추적과 감시 등에 더 강력하고 복합적인 법규제를 전제로 하기 때문에, 선진국과 달리 경제주체들의 자율성이나 인권, 평등, 개인정보 보호와 같은 문제들에서 근본적인 한계를 드러낸다. 실제 COVID19 전후로 북한은 정보통신기기의 추적 및 감시·관리·보안, 생산·경영관리의 추적·감시, 금융·교육·자료기지들의 보안 등에 최신 디지털 기술들이 탑재된 국내용 사이버 보안체계를 개발하는 데 총력을 기울였던 것으로 나타난다. 마지막으로 북한 경제사회의 디지털 생태계가 급변하는 반대쪽에서는 지역별, 계층별, 세대별, 기업별, 대학·학교별 디지털 불평등과 격차(인프라, 접근성, 다양성, 자율성, 기술 등)들이 또 다른 체제적 문제로 부각되고 있다.

영문 초록

This article analyzed the meaning, attributes, and limitations of North Korea's digital transformation policy in terms of Kim Jong-un's ruling strategy. The results of the study are as follows. First, the current status of North Korea's digital transformation policy has been concretized in its structure, goals, and implementation content against the backdrop of COVID-19, and after subsequent revisions to the law, it currently aims to establish digitalization of the overall economic and social infrastructure. Second, At present, North Korea's digital transformation policy is perceived as the most vital strategy directly connected to 'socialist destiny' in boundaries such as limited resources and outdated industrial structure, external isolation and independence policy, coexistence of planning and market, corruption and management, and socialism and anti-socialism. Third, North Korea's digital transformation policy mainly presupposes stronger and more complex laws and regulations on information control, security, tracking and surveillance, etc., and thus, unlike advanced countries, it reveals fundamental limitations in issues such as autonomy of economic actors, human rights, equality, and protection of personal information. In fact, before and after COVID19, North Korea made all-out efforts to develop a domestic cyber security system equipped with the latest digital technologies for tracking and monitoring, management, and security of information and communication devices, tracking and monitoring production and management, and securing financial, educational, and data bases.
