The Global Response to Mpox: A Feeling of Déjà Vu?

국문 초록
Purpose: This article provides an analysis of the international community's response to the 2024 mpox outbreak, examining three key dimensions: emergency declarations, surge financing mechanisms, and medical countermeasure deployment.
Originality: The ongoing mpox outbreak presents a critical test of whether lessons from COVID-19 have translated into improved global health emergency response capabilities.
Methodology: Through analysis of current policy frameworks, vaccine availability, and donation commitments, the article evaluates the effectiveness of new response mechanisms and persistent challenges.
Result: While some progress is evident, such as the declaration of a Public Health Emergency of Continental Security by the Africa CDC and the establishment of Gavi's First Response Fund, our analysis reveals significant gaps between vaccine needs and current commitments. Only 3.93 million doses have been pledged against an estimated need of 10 million doses in Africa, while regulatory barriers continue to limit vaccine procurement and deployment.
Conclusions and Implication: Without urgent coordination and resource mobilization, the international response to mpox risks replicating the inequitable access patterns observed during COVID-19, highlighting the critical need to transform outbreak response commitments into concrete action. These findings have implications for future outbreak preparedness and underscore the importance of bridging the gap between policy commitments and operational implementation in global health emergency response.
