South Korea’s Strategic Role in Global Health: Promoting Multilateral Cooperation, Health Equality, and Disease Eradication

국문 초록

연구목적: 본 연구는 글로벌 보건 및 건강 형평성 증진에서 한국의 역할 강화를 위해 국제 협력을 강화하고 한국의 글로벌 질병 퇴치 기금을 지속해야 할 필요성을 논리적으로 추론한 것이다. 연구의 중요성: 본 연구는 다자 협력의 중요성에 대한 기존 문헌의 한계를 보완하고자, 한국의 다자간 원조 성과와 그 정렬성을 체계적으로 분석하며, 다자 협력 및 국제보건 파트너십에 대한 지속적이고 전략적으로 최적화된 투자의 필요성에 대한 시사점을 제공하였다. 연구방법론: 본 연구는 지속가능발전목표(SDGs)와 연계된 글로벌 보건 분야에서 대한민국의 공적개발원조 (ODA) 정책을 중심으로 문헌 검토를 수행하였다. 연구는 Gavi, 글로벌 펀드(Global Fund), GPEI, CEPI 등 네 개의 주요 다자기구를 선정하여 이들 기구가 한국의 개발 협력 프레임워크 내에서 우선적 파트너로서 수행하는 역할을 평가하였다. 또한 건강 형평성, 질병 퇴치, 다자 간 협력에 관한 관련 자료를 심층 분석하여, 한국이 글로벌 보건 목표 달성에 기여하는 방식의 정렬성 및 효과성을 분석하였다. 연구결과: 국내 우선순위와 공적개발원조(ODA) 및 국제보건 보건과 관련된 국제적 목표 간의 조화를 효과적으로 달성하기 위해 한국은, 다자간 협력을 더욱 가속화될 필요가 있으며, 전략적으로 강화할 필요가 있다. 결론 및 시사점: 본 연구는 글로벌 질병 퇴치 환경과 국제 보건에서의 관련성을 바탕으로 한국이 다자 협력을 강화할 수 있는 전략을 제안하는 것이다. OECD DAC 회원국으로서 한국은 자원 제약에도 불구하고 공공-민간 파트너십과 다각화된 재정을 활용하여 글로벌 보건에서의 역할을 확장할 수 있을 것이다. 특히 Gavi와 글로벌 펀드에서 영국의 사례와 유사한 건강 형평성 프로그램에 집중함으로써, 한국은 글로벌 건강 형평성에 대한 공약을 강화하는 데 핵심적인 역할을 할 수 있을 것으로 판단된다.

영문 초록

Purpose: This study explores the necessity of reinforcing international cooperation and sustaining South Korea’s Global Disease Eradication Fund to strengthen its role in advancing global health and health equity. Originality: This research aims to fill the gap in existing literature on the importance of multilateral cooperation by analyzing the outcomes and alignment of South Korea's multilateral aid, and aims to provide a rationale for continued, strategically optimized investment in global health partnerships. Methodology: This study conducted a literature review on Sustainable Development Goals (SDGs) related to global health, focusing on South Korea’s Official Development Assistance (ODA) policies. It examined four key multilateral organizations―Gavi, the Global Fund, GPEI, and CEPI―to assess their roles as priority partners within South Korea’s development framework. By selecting sources related to health equity, disease eradication, and multilateral cooperation, the study analyzed the alignment and effectiveness of South Korea’s contributions to global health objectives. Result: To ensure coherence with both national priorities and international objectives related to Official Development Assistance (ODA) and global health, South Korea's multilateral cooperation must be further accelerated and strategically strengthened. Conclusions and Implication: The global disease eradication landscape and its relevance to international health, suggesting strategies for South Korea to enhance its multilateral cooperation. As an OECD DAC member, South Korea can leverage public-private partnerships and diversified funding to expand its global health role despite resource constraints. By focusing on health equity programs, similar to the UK's efforts with Gavi and the Global Fund, South Korea play a pivotal role towards reinforcing its commitment to global health equity.
