Changing Vulnerability to Climate Change and Health Impacts in an Outer Island in Kiribati: A Qualitative Study

국문 초록

연구목적: 본 연구는 환경변화에 취약한 태평양의 키리바스 외섬에서의 기후변화 영향과 회복탄력성 전략에 대해 조사하는 것을 목적으로 한다. 연구의 중요성: 이 연구는 키리바스 외섬에서의 기후변화가 섬 주민의 삶과 건강에 미치는 영향에 대한 최초의 민족지적 연구이다. 연구방법론: 질적, 민족지적 접근법을 통해 이 연구는 기후변화, 건강에의 영향, 그리고 환경 스트레스 요인에의 적응 등에 관한 주민들의 인식에 대해 조사하였다. 데이터는 48가구와 5명의 의료종사자에 대해, 세 가지 주요 테마(1. 기후 위기에 대한 인식, 2. 취약한 집단에 대한 인지, 3. 회복탄력성에 있어 사회 관계망의 역할)를 중심으로 키리바스어와 영어로 반구조화 인터뷰를 통해 수집되었다. 연구결과: 조사결과는, 땅의 소실, 갈수록 예측할 수 없는 날씨, 높이지는 염도 등 삶에 대한 직접적인 위협을 말하는 연구참여자들의 언급을 통해 기후변화에 대한 높은 인지도로 나타났다. 해변 잠식과 바닷물의 잠입은 농사지을 수 있는 땅과 담수 자원을 심각하게 줄이고 있었으며, 이는 많은 주민들을 이주하게 하고, 커뮤니티 물탱크에 의지하게 했다. 건강에 대한 영향으로는 수인성 질환의 증가, 호흡기 문제, 열스트레스 등이 있었으며, 이 문제들은 제한적 의료자원에 의해 심화되는 경향을 보였다. 또한, 바닷물 수온 상승과 생태적 변화는 주요 먹거리자원인 어업에 지장을 초래하면서, 또한 수입 식료품에 더 많이 의지하게 하는 결과를 낳고 있었다. 이런 문제들에도 불구하고 “macoro”라고 불리는 사회관계망이 회복탄력성에 있어 중요한 역할을 하고 있었다. 하지만 주민들은 기후 불안을 토로하고 있었으며, 지속가능한 적응 전략 수립을 위한 외부적 지원을 갈망하고 있었다. 결론 및 시사점: 본 연구의 조사결과는 키리바스 외섬들의 구체적 취약성에 응대할 수 있는 문화적으로 적절하고, 주민 주도의 적응 정책의 필요성을 분명히 보여주고 있다. 전통적인 부조 관계망의 가치와 기후영향을 최소화하고 적응 능력을 지원할 수 있는 목적의식적 개입이 절대적으로 필요하다는 것을 강조하는 본 연구는, 태평양 산호섬 커뮤니티에서의 회복탈력성을 이해하는 데 기여할 것이다.

영문 초록

Purpose: The objective of this research is to investigate climate change impacts and resilience strategies in an outer island community in Kiribati, a Pacific nation highly vulnerable to environmental changes. Originality: This research is the first ethnographic investigation in outer islands of Kiribati regarding the influence of climate change on the islanders’ life and health. Methodology: Using a qualitative, ethnographic approach, we explore community perceptions of climate change, health impacts, and local adaptations to environmental stressors. A purposive sampling of 48 households and five primary healthcare providers was conducted to gather insights into how residents experience and respond to challenges such as coastal erosion, water scarcity, food insecurity, and health risks. Data were collected through semi-structured interviews in I-Kiribati and English, focusing on three core domains: perceptions of climate risk, identification of vulnerable groups, and the role of social networks in resilience. Result: The findings highlight a high level of climate change awareness, with participants describing the loss of land, increasingly unpredictable weather, and rising salinity as immediate threats to their livelihoods. Coastal erosion and saltwater intrusion have significantly reduced arable land and freshwater resources, forcing islanders to relocate and rely on communal water tanks. Health impacts include increased prevalence of waterborne diseases, respiratory issues, and heat stress, exacerbated by limited healthcare resources. Additionally, rising sea temperatures and ecological changes have disrupted fishing, a vital food source, leading to greater reliance on imported goods. Despite these challenges, social networks, known locally as “macoro,” play a crucial role in resilience, facilitating communal water sharing, labor for relocating homes, and collective resource management. However, the community also expresses climate anxiety and a desire for external support to develop sustainable adaptation strategies. Conclusions and Implication: The findings of this research underscore the need for culturally sensitive, community-driven adaptation policies that address the specific vulnerabilities of Kiribati’s outer islands. This study contributes to understanding resilience in Pacific atoll communities, highlighting the value of traditional support networks and the urgent need for targeted interventions to mitigate climate impacts and support adaptive capacity.
