국문 초록

연구목적: 본 연구는 필리핀 팡일만 교량(Panguil Bay Bridge) 건설사업을 사례로, ODA 인프라에 대한 인식이 수원국 지역주민의 지역개발 기대에 어떠한 경로를 통해 영향을 미치는지를 실증적으로 분석하는 데 목적이 있다. 특히 인프라의 기능적, 환경적, 상징적 차원이 지역개발 기대와 공여국 이미지에 미치는 영향 관계를 규명하고자 한다. 연구의 중요성: 기존 ODA가 갖고 있던 산출 중심의 평가체계를 넘어, 수원국 시민의 정서적·상징적 인식을 포함하는 평가 틀을 제안함으로써 ODA 효과성 평가에 대한 새로운 시각을 제공한다. 본 연구는 ODA 맥락에서 ‘소프트 파워’의 중요성을 강조하며, 인프라 인식이 수원국 내 공여국 이미지 제고로 이어지는 개념적 모델을 제시함으로써 이론적 기여를 한다. 연구방법론: 탐색적 요인분석(EFA)과 확인적 요인분석(CFA)을 활용하여 주요 구성 개념의 타당성을 검증하였고, 구조방정식모형(SEM)을 통해 인프라 기능성, 인식된 효과, 개발 기대, 공여국 인지도 간의 잠재변수 경로를 분석하였다. 이를 통해 직접효과, 간접효과, 총효과를 종합적으로 검토하였다. 연구결과: 인프라 기능성과 지역개발 기대 간의 직접효과는 통계적으로 유의하지 않았으나, ‘경제활성화와 성장촉진(EG)’와 ‘지역사회발전과 삶의 질 향상(CQ)’을 매개로 한 간접효과는 강하게 나타났다. 결국, 인프라를 통한 도시기능의 향상성(UF), 환경적 조화성(VEH), 상징적 정체성(SI)에 대한 인식은 사회· 문화적 개발기대(SCD), 경제적 개발기대(EcoD), 환경적 개발기대(EnvD)에 유의미한 역할을 수행하는 것으로 확인되었다. 결론 및 시사점: ODA 사업의 기획과 평가는 상징적, 정서적, 공동체적 효과를 통합적으로 고려할 필요가 있으며, 수원국 시민의 실제 기대를 반영할 수 있는 다차원적·인식 기반 접근법의 필요성이 제기된다. 본 연구는 ODA 영향력 분석에 대한 이론적 시사점과 함께, 정책 설계 및 사업 실행에 있어 실천적 함의를 제공한다.

영문 초록

Purpose: This study aims to empirically examine the pathways through which perceptions of ODA infrastructure influence local residents’ expectations for regional development. Focusing on the Panguil Bay Bridge project in the Philippines, it seeks to clarify how functional, environmental, and symbolic dimensions of infrastructure are related to development expectations and the image of the donor country. Originality: The study contributes to expanding the evaluation framework of ODA by moving beyond traditional output-based assessments to include citizens’ emotional and symbolic perceptions. It emphasizes the importance of soft power in ODA and proposes a conceptual model linking infrastructure perception to national image enhancement in the recipient country context. Methodology: A mixed-method approach was used, combining exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) to validate key constructs. Structural equation modeling (SEM) was applied to analyze the direct, indirect, and total effects among latent variables such as infrastructure functionality, perceived effects, development expectations, and donor country recognition. Result: The results revealed that direct effects from infrastructure functionality to development expectations were not statistically significant. However, strong indirect effects were observed through perceived socio-economic benefits—especially via Economic Revitalization (EG) and Community Quality (CQ). The symbolic and aesthetic dimensions of infrastructure also played a meaningful role in shaping citizens’ perceptions. Conclusions and Implication: The study highlights the necessity of integrating symbolic, emotional, and community- level impacts into ODA planning and evaluation. It calls for multidimensional, perception-based approaches to better reflect the actual expectations of recipient communities and to strengthen the diplomatic value of donor contributions. The findings have theoretical implications for ODA impact modeling and practical significance for project implementation and policy design.
