군인의 유형별 주거행동선택에 관한 연구

국문 초록

본 연구는 비자발적인 주거이동을 해야 하는 군인의 주거행동선택의 차이를 규명하기 위해 군인의 주거환경을 크게 4가지 유형으로 구분하여 군 주거정책의 개선방향을 도출하였다. 이를 위해 전국에서 근무하고 있는 6,000명의 직업군인을 대상으로 주거실태 설문조사를 실시하여 분석하였다. 주거만족의 4개 하위 요소(주거수준, 주거비용, 접근성, 커뮤니티)를 근거로 하여 도심지 양호시설 거주 군인, 도심지 노후시설 거주 군인, 도농복합 거주군인, 격오지 거주군인의 4가지 군집유형으로 구분하여 주거행동의 차이를 분석하였고 군인의 특성을 고려하여 주거의식과 정책욕구로 나누어 분석하였다. 첫째, 주거환경적인 특성을 고려한 비자발적 주거이동의 주거행동선택의 차이을 규명하기 위하여 주거만족 영향요인을 변수로 하여 4가지 유형으로 분석하였다. (도심지 양호시설 거주 군인, 도심지 노후시설 거주 군인, 격오지 거주 군인, 도농복합 거주 군인). 둘째, 주거환경 유형에 따라 현재 선호하는 군주거정책에 유의미한 차이가 있다. 셋째, 미래 군 주거정책에 대한 정책욕구는 ① 민간아파트를 매입한 후 군관사로 제공, ② 생활여건이 편리한 지역에 군인아파트 건립, ③ 지역의 부동산 시세를 반영한 민간전세자금 대부(민간인과 혼합거주), ④ 지역의 부동산 시세를 반영한 주택수당 제공(자가마련 유도), ⑤ 부대와 가까운 인근에 군인아파트 건립 순으로 나타났다. 매입관사나 군 전세대부, 자가마련 등 민간 주거인프라를 이용하는 것이 미래의 주거정책에 더 필요하다는 것이 주된 의견이었다. 군인과 군인가족들은 국가에 의한 강제적인 비자발적 주거이동을 하는 객체로서 국가 차원에서 정책적인 배려가 충분히 이루어져야 한다.

영문 초록

In order to study the difference in the choice of residential behavior of soldiers who have to move involuntarily, this study classified the residential environment of soldiers into four types and derived directions for improvement of military housing policy. In a survey on the housing status of 6,000 professional soldiers working across the whole country was conducted and analyzed. Based on the four factors of housing satisfaction (residential level, housing cost, accessibility, and community), the difference in residential behavior was analyzed by dividing it into four cluster types: soldiers living in good facilities in urban areas, soldiers living in urban areas, soldiers living in urban areas, urban and rural complex, and soldiers living in remoted areas. First, in order to identify the difference in the choice of residential behavior of involuntary residential movement considering the characteristics of the residential environment, four types of factors influencing residential satisfaction were analyzed as variables. (Soldiers living in good facilities in urban areas, soldiers living in old facilities in urban areas, soldiers living in remote areas, and soldiers living in urban and rural complex) Second, there are significant differences in the current preferred military housing policy depending on the type of residential environment. Third, the policy needs for the future military housing policy were ① provided to military officials after purchasing private apartments, ② building military apartments in areas with convenient living conditions, ③ private lease funds loans (mixed residences with civilians), ④ providing housing allowances reflecting local real estate prices, and ⑤ building military apartments near the unit. The main opinion was that using private residential infrastructure, such as purchasing agencies, military lease loans, and self-funding, was more necessary for future housing policies. Soldiers and military families are objects of compulsory and involuntary residential movements by the state, and policy considerations must be given sufficient at the national level.
