국문 초록

The modernization of emergency management is first and foremost the modernization of people. As an important part of the emergency management system, emergency teams are the core force in dealing with emergencies. In the context of building a “big security, big emergency” pattern, from the perspective of modernization, systematically examining the construction of grassroots emergency teams is of great significance for enhancing the government’s grassroots governance capabilities. Therefore, this article takes S County in Kunming City, Yunnan Province as an example, using public sector human resource management theory, collaboration theory, and emergency management theory, based on a systematic review of the current situation of S County’s emergency management team, rescue team, and volunteer team, and using methods such as literature analysis and field visits to conduct research. The problems and influencing factors in the construction of the county’s emergency team are systematically analyzed, and targeted countermeasures and suggestions are proposed on this basis.

영문 초록

应急管理现代化首先是人的现代化，作为应急管理体系中的重要版图，应急队伍是处置突发事件的核心力量。在构建“大安全、大应急”的格局背景下，以现代化为视角，系统审视基层应急队伍建设，对于提升政府基层治理能力具有重要意义。为此，本文以云南省昆明市S 县为调研点，运用公共部门人力资源管理理论、协同论、应急管理理论，在系统梳理S 县应急管理队伍、救援队伍、志愿者队伍现状的基础上，借助文献分析法、走访调查法等方法进行了研究，全面分析该县应急队伍建设的存在问题与影响因素，在此基础上有针对性地提出对策建议。
