국문 초록

본 논문은 러시아의 동북아에너지 외교 대상인 일본과 중국 및 한국에 대한 러시아 외교의 특색을 파악하고 있다. 러시아의 에너지 전략과 동북아 국가들에 대한 수출 구도는 상호 연계되어 있으며, 에너지 자원을 전략적으로 사고하고 있다. 러시아 뿐 만 아니라, 일본과 중국도 에너지 자원 외교에 대해 전략적으로 개념화하고 있으며, 이에 따른 장기계획을 수립하여 대처해 오고 있다는 점도 확인할 수 있다. 중국과 일본의 에너지 전략은 동북아의 지정학적인 구도와 국제관계의 경쟁과 대립 및 협조의 양상이 혼재되어 있다. 러시아는 동북아의 에너지 주요 수입국가들인 한국, 일본, 중국 등의 국가들과 양자협상을 통해 에너지 협력 구도를 러시아가 주도하는 형식으로 유지하며, 메가 프로젝트에 외국 기업보다는 러시아의 국영 에너지 회사들이 직접 참여하려는 의도를 관철하려 한다. 중국과 일본은 보다 많은 에너지 수입 쿼터와 파이프라인 연결망을 자국에 유리하게 부설하려는 노력을 기울일 것이며, 러시아는 일본과 중국 간의 경쟁구도를 활용하여 이익을 극대화하려고 할 것이다. 중국과 일본 간에 러시아 에너지 수입과 연결망 확보를 놓고 벌이는 경쟁은 서로 일치하지 않은 이해관계가 개입되어 있기에 양보할 수 없으며, 양국이 러시아에 대해 양국 간의 협력구조를 형성하기 힘들다. 한국은 이와 같은 상황에서 러시아 에너지에 대해 수입국가들 간의 협력 체계를 구축하는데 앞장서기 보다는 중국과 일본 간의 경쟁관계를 조정하는 역할에 국한하는 편이 바람직한 역할 설정이 될 수 있다. 동북아의 유일한 에너지 수출 국가인 러시아가 에너지 협력에 있어 양자주의를 내세우면서 주도권을 확립하려는 분명한 목표가 존재하는데, 다자주의의 노력을 한국만 기울인다면 한국이 러시아 에너지 시장을 놓고 벌이는 경쟁에서 소외될 수 있는 환경이 조성될 수 있기 때문이다. 물론 한국은 2000년대 이후에 기존의 해외 에너지공급원이 제한되어 있어 이를 안보의 위협이 될 수 있는 문제로 인식하고 정부차원에서 이를 다양화하려는 노력을 해왔다. 그럼에도 불구하고 한국은 기존의 노력을 넘어서서 향후에 지구적 공공재로서 시베리아 동부의 개발을 국제화하고, 시베리아 동부의 개발을 넘어서 매장량이 많은 시베리아 서부의 개발과 파이프라인 건설을 고려할 필요가 있다. 에너지 개발을 위한 투자위험이 다양화하고 공유되기 위해서는 법적으로 안정된 제도가 마련되어야 하고, 매장량에 대한 투명성이 보장되어야 하고, 기술적 어려움에 대비하고, 에너지사업의 정치화에 대처해야 한다. 또한 외국회사가 참여하는 국제컨소시엄을 형성하여 에너지개발의 위험을 분산하고 국제협력과 정책공조를 도모해야 할 것으로 판단된다. 결국 한국의 에너지 수출 시장에서의 몫 확대는 러시아 동부 지역에 대한 평가와 그 지역이 갖고 있는 잠재적 역량을 개발로 현실화시키는데 참여할 수 있는 가능성과 방도를 찾으려는 노력과도 연관되어 있으며, 이는 에너지를 전략적 관점에서 사고하면서 장기계획과 행동 플랜을 설정하려는 보다 근본적인 노력과도 깊이 관련되어 있다는 점을 상기할 필요가 있다.

영문 초록

This article has a purpose to analyze the characteristics of Russia's diplomacy toward Korea, Japan, and China, as main states of Northeast Asia. Russia's energy diplomacy toward Northeast Asia is recognized as a ardent issue, while the scope of Russia's diplomacy has been broadened to East Asia from the traditional region in her concerning, the Europe. Russia's Energy strategy and the export system to Northeast Asian states is connected deeply each other. Russia thinks strategically energy resources. Japan and China have been also considered energy resources as a strategic one as well as Russia, and it is evident that they have been established long term plan for energy supply. Energy strategy of Japan and China is mixed in the structure of geo-political axis, confrontation, competition, and concert in international relation. Russia wants to manage her leadership in negotiation with the other state through bilateral contact on energy cooperation and Russia also intends to participate directly in the management of mega project. Japan and China willing to aside from advantage of their country in the fields of import quarter and pipe line connection. Contrary to, Russia has to maximize her interests, using the nature of competition between Japan and China. Japan-China rivals is originated from supply system and that cooperation between Japan and China is difficult to make for it's competitive nature. Korea has to set her desirable role as a arbitrator among the major states, Russia, China, and Japan in Northeast Asia rather than making the states' cooperation frame. Russia as a single export state in energy sector in Northeast Asia has a vivid goal for achieving leadership with bilateralism in energy cooperation. If only Korea will try to negotiate through multilateralism, Korea should be surrounded by alienated atmosphere in Northeast Asia. It could be recognized rightly that Korean government has been tried for securing the multi energy market from abroad in 2000s. Nevertheless, Korea has to participate in the development of East Siberia as a common goods in global level, and has to consider positively the development of West Siberia which possesses abundant potential quantity in energy resources beyond the East Siberia and the construction of pipeline. For multifying and sharing the danger of investment, legally stable institutions are needed, transparency on burying quantity is guaranteed, technical difficulty is avoided, and the politicalization of energy business is has to evaded. And it is need to founding international consortium which is managed by foreign companies, the danger of energy projection has to evaded as a outcome of this, and international cooperation and common policies on this field has to be eschewed. At the same time, Korean government should strive to obtain the utmost cooperation of Russia in the various bilateral energy projects which are reciprocally beneficial to Russia and Korea. At last, the increasing of Korea's sharing the interests in energy export market in Northeast Asia is connected to trying to the possibilities and methods of excising energy development beyond potentiality. It is need to suggest that this point can provoke to establish action plan and long term blue print with the strategic thinking on energy resources.
