국문 초록

최근 사회계층간의 사회․경제적 차원에서의 불평등문제가 심화되는 상황에서 다문화가족에 대한 교육복지소외문제가 사회적 이슈가 되고 있다. 이러한 관점에 따라 본 연구에서는 교육소외계층 중에서도 다문화가족을 위한 교육복지정책 및 프로그램을 산출분석틀에 따라 분석하였다. 첫째, 교육복지정책의 할당체계분석에서는 국제결혼이민자 가정과 외국인근로자 가정의 자녀와 당사자들이「재한외국인처우기본법」과 「다문화가족지원법」에 근거하여 제도적 서비스를 받고 있으나 학업중도탈락율이 높은 등의 문제점이 나타났다. 둘째, 급여체계분석에서는 현물급여 이외에도 기회․역량강화 등의 다양한 급여 형태가 채택되고 있으나 바우처, 역량강화 프로그램 등에서 유사한 형태가 혼재하는 문제가 있는 것으로 분석되었다. 셋째, 전달체계분석에서는 교육과학기술부, 여성가족부, 문화체육관광부, 지방자치단체 등을 통해 다문화가족에게 교육복지서비스가 전달되고 있으나 민간부문인 다문화가족지원센터나 시민단체 등의 전달체계와 혼합된 유형이 확산되고 있는 것으로 분석되었다. 마지막으로, 재원체계분석에서는 복권기금조성사업이 있기는 하지만 대부분의 사업이 일반조세를 통해 충당되고 있다는 점에서 조세를 부담하는 계층의 조세저항 등의 한계가 있는 것으로 분석이 되었다.

영문 초록

As social and economic inequalities have deepened in Korea, multi-cultural families are now at high risk becoming the underprivileged in terms of education welfare. From this viewpoint, this study uses the framework of product analysis focusing on the education welfare policies and programs for those from the multi-cultural families among the underprivileged in terms of education welfare. First, the analysis of the social allocation system set up through education welfare policies found that the dropout rate of not only children from multi-cultural families but for those of foreign workers and those who came to Korea through international marriage arrangements is much higher, even after legislation providing services to support them, as promulgated through such acts as the Act on the Treatment of Foreigners in Korea, and the Multi-cultural Families Support Act. Second, an analysis of the social provision system revealed that while various benefits are provided to them to promote their capacity and give them more education welfare opportunities besides payment in kind, most of these services overlap other programs, such as the voucher program. Third, an analysis of the delivery system indicated that multi-cultural families are given various services by the ministry of Education & Science Technology, the ministry of Gender Equality & Family, the ministry of Culture, Sports and Tourism and by local governments. However, the delivery system of these services is complicatedly intermingled with that of the private sector. Last, an analysis of the financing system behind the programs and services showed that there are risks of tax resistance because these programs and services are largely financed through taxes.
