장애인 교원이 경험한 인적지원 제도의 쟁점

국문 초록

연구목적: 이 연구는 장애인 교원 당사자가 경험한 인적지원 제도의 문제점과 구체적인 요구를 탐색하여 쟁점을 도출하는데 주 목적이 있다. 연구방법: 이를 위하여 S시 교육청 소속의 시각장애인 교원 11명(일반교과 7명, 특수교육 4명), 지체장애인 교원 6명(일반교과 4명, 특수교육 2명)을 대상으로, 각 그룹별 총 3회에 걸쳐 FGI를 실시하였다. 연구결과: 면담을 통해 분석된 자료는 4개의 주제, 10개의 범주, 23개의 하위범주를 도출하였다. 구체적으로 기존 인적지원 제도의 한계, 교육활동 지원 업무 모호성, 구심점이 되는 지원센터의 필요성, 지원센터에 요구되는역할을 도출하였다. 논의 및 제언: 현재 장애인 교원 인적지원 제도의 관리체계가 부재한 상황과 교직 업무에 적절한 인적지원 업무범위의 불명확성을 논의하였다. 논의를 기반으로 장애인 교원 인적지원의 구심점이 되는 기관 즉, 장애인 교원 지원센터(가칭)의 설립을 제언하였다. 더불어 시도교육청 차원의 장애인 교원 지원 중장기 계획 수립과 같은 인적지원 제도의 체계적인 기반 마련을 제안하였다.

영문 초록

Purpose: The main purpose of this study was to identify issues experienced by exploring the problems and specific needs of the human support systems experienced by teachers with disabilities. Method: For this purpose, 11 visually impaired teachers (7 teaching general subjects and 4 in special education) and 6 physically disabled teachers (4 teaching general subjects and 2 in special education) from the S City Office of Education were selected. The interview groups were formed based on the disability category, and each focus group interview (FGI) was conducted three times for each group, resulting in a total of four groups. Results: The data analyzed through interviews resulted in 4 themes, 10 categories, and 23 subcategories. Specifically, the study identified the limitations of the existing human support system, ambiguity in supporting educational activities, the need for a centralized support center, and the necessary roles for such a center. Discussion and Recommendation: The current situation, which includes the absence of a management system for supporting teachers with disabilities and uncertainty regarding the appropriate scope of such support within teaching duties, was discussed. As a result of these discussions, a proposal was put forward to establish an organization that would serve as the focal point for supporting teachers with disabilities — tentatively named the Center for Support for Teachers with Disabilities. Additionally, there was a suggestion to create a systematic framework for the support system, which would involve developing a mid- to long -term plan to assist disabled teachers at the provincial and district levels of education.
