국문 초록

중국은 핵보유국 9개 중 한 나라로 객관적으로 보았을 때 미국보다는 상대적으로 적은 핵무기를 보유하고 있다. 따라서 미중간의 핵전력 차이는 상당히 나지만, 그럼에도 불구하고 중국이 핵전력을 증강하는 이유는 무엇일까? 존 미어샤이머(John J. Mearsheimer)에 의하면, 강대국은 비용보다 이익이 크다고 판단될 경우에 한하여 권력의 극대화를 행한다. 중국은 최소 핵억지에서 최대 핵억지로 도전하는 과정에서 양적 및 질적인 변화를 보여주었고 이를 통해 미국을 향한 전략적인 핵 우위 추구와 국제안보에서의 영향력 있는 입지를 굳히고자 하는 모습을 보인다. 이러한 중국의 도전에 대응하여 미국은 국방예산에 약 1,100조 원을 책정하여 군별 무기체계 강화뿐만 아니라 우주역량 확보에 투자하였으며 안보동맹 강화 등 외교적 노력도 기울이고 있다. 요컨대, 중국의 선택이 합리적인 이유는 중국의 군사력 증강으로 미국이 중국을 견제하고 있다는 인식을 확인하는 것만으로도 중국에게는 이익으로 작용할 수 있으므로 중국의 최대 핵 억지로의 도전은 합리적인 선택이라고 평가될 수 있다.

영문 초록

China is one of the nine nuclear powers, and objectively speaking, it has relatively fewer nuclear weapons than the United States. Therefore, the difference in nuclear power between the United States and China is considerable, but why is China building up its nuclear arsenal? According to John J. Mearsheimer, great powers maximize power only when they believe the benefits outweigh the costs. China has demonstrated both quantitative and qualitative changes in its quest from minimal to maximal nuclear deterrence, indicating that it is seeking strategic nuclear superiority over the United States and a more influential position in international security. In response to China's challenge, the United States has allocated approximately KRW 1,100 trillion to its defense budget, investing not only in strengthening weapons systems but also in securing space capabilities, and making diplomatic efforts such as strengthening security alliances. In short, China's choice to challenge the U.S. with its largest nuclear deterrent can be evaluated as a rational choice because China's military buildup can benefit China by confirming the perception that the U.S. is keeping China in check.
