국문 초록

미국은 21세기 에너지 안보의 일환으로 자국 내 원자력 발전의 강화를 추진한다. 이를 위해 1970년대 말 이래 시행되어 온 민간 재처리 활동의 금지 해제, 제4세대 원전 개발 투자 및 국제적 협력 강화를 도모한다. 그런데 미국의 적극적 원자력 정책은, 미국이 전세계적 비확산 정책의 일환으로 핵연료주기를 통제하려 는 일련의 시도와 상치한다. 원자력과 관련한 미국의 국가 이해로 보면 자국 내핵연료주기의 활성화가 불가피하나, 국제적 핵비확산 및 대확산의 국가이해는 잠 재적 핵확산국들에 대한 핵연료주기 규제를 요구하는 모순적 상황이 연출된 것이 다. 바로 이러한 문제 해결의 방안으로 미국이 제안한 것이 GNEP이며, IAEA 등 다양한 채널을 통해 핵연료주기 문제의 해결을 위한 다자주의적 협력을 구체화 한다. 특히 핵연료주기 통제와 원자력 이용국에 대한 핵연료 공급보장을 연계하여 국제사회의 호응을 유도하고, 이를 위해 러시아와의 협력 가능성도 타진한다. 한편 국내 에너지의 40% 이상을 원자력에 의존하고, 관련 원천기술을 미국으로부터 제공받은 한국의 경우, 미국의 원자력 정책 변환이 야기하는 파급효과는 거의 직접적이다. 21세기 미국이 원자력을 활성화하는 자체는 한국의 원자력 발전에 순기능을 하나, 미국의 핵연료주기 통제 시도는 핵 연료 자립 구상에 역기능적 파장을 가할 수 있다. 더욱이 한국의 원자력 발전은 북핵문제와 깊이 연루되어 있어 한국 스스로 채워놓은 재처리와 농축 포기의 족쇄를 풀기도 어렵다. 한국 원자력은 한국의 지전략 및 한미관계의 파동에 의해 간접적으로 영향을 받는 쟁점이다. 결국 중?장기적으로 원자력 관련 기술의 투명성을 제고하면서 한미 공조의 거시적 틀 하에서 원자력 발전이 한국의 에너지 문제 해결에 순기능을 하도록 여건을 조성해야 한다. 특히 궁극적으로는 미국 최고 정책 결정자의 정치적인 결단으로서 한국 원자력에 대한 미국의 신뢰를 확인하고, 원자력 협력의 수준이 미?일, 미?유라톰 협력에 상응하도록, 다각적인 과학기술 및 외교 전략이 강구되어야 할 것이다.

영문 초록

The United States' nuclear energy policy of the 21st century represented by GNEP, the Global Nuclear Energy Partnership, will have great implication on the Republic of Korea's atomic energy policy, as well as the North Korean nuclear issue. In fact, US nuclear energy strategy or policy orientation has a direct effect on Korea when considering the ROK is over 40% reliant upon nuclear energy. In addition, its efforts at controlling the nuclear fuel cycle in a multilateral way are indirectly linked to North Korea's nuclear weapons program. This paper is anchored upon such a context, examining the content and direction of U.S. nuclear energy strategy, and analyzing its effect on the ROK's nuclear energy policy. In other words, it addresses the motivating factors behind the U.S.' choosing of nuclear energy as an alternative for strengthening its energy security, as well as the foreign policy choices it pursues to realize these goals in the international sphere. The paper specifically elaborates as its main points, U.S. domestic nuclear energy policy's evolution, current status, and directions for future policy. In particular, its bilateral and multilateral attempts at GNEP as the alternative to tackle both issues of energy security and Nonproliteration, though too premature to predict its relevance, is analyzed in detail. The objective of this paper is to discern the comprehensive series of influence U.S. nuclear energy policy has on the ROK's nuclear energy development and the security scene on the Korean Peninsula. Based upon this, alongside the challenges mentioned, recommendation of policy alternatives that the ROK government should adopt for the short as well as mid-to-long term are suggested as a conclusion.
