한국 방산수출 지원제도의 발전방안

국문 초록

한국의 방위산업은 최근 국가적 위상의 상승과 방산수출의 비약적 증가, 국정과제로 ‘방위산업의 신 경제성장 동력화’를 채택하는 등 ‘Paradigm 전환의 시기’를 맞이하고 있다. 본 연구에서는 한국이 방산선진국으로 진입하기 위해 ‘방산수출 활성화를 위한 지원제도의 발전방안’을 제시하고자 한다. 이를 위해 방산수출의 국제․국내적 환경을 파악하고, 한국 방산수출의 현 실태를 분석하였다. 그리고 현 방산수출 지원제도의 문제점을 도출하고, 이를 해결하기 위해 방산선진국 및 한국의 타 정부부처 사례를 연구하여 한국 방산수출 지원제도의 발전방안을 제시하였다. 한국 방산수출 지원제도의 발전방안으로 현 제도의 보완 및 발전 분야 6가지와 신규제도 도입 분야 2가지를 제시하였다. 먼저, 현 제도의 보완 및 발전분야로써 ①실현가능한 방산수출 전담기구설치, ②범정부적 방산수출 협의체의 구성, ③방산수출 금융제도의 보완(연불수출금융 개선방안, 이차보전사업의 확대, 방위산업 육성기금의 부활을 통한 방산수출지원 재원확보, 이차보전사업과 방위사업 육성기금의 동시 활용), ④방산물자 수출허가업무의 일원화, ⑤군수무관 및 방산협력관의 파견확대, ⑥방산수출 업체에 대한 정부의 지원확대 등을 제시하였다. 둘째, 신규제도 도입 분야로써 ①정부 대 정부 계약제도의 구축과 ②잉여 및 도태물자 판매의 활성화 방안을 제시하였다.

영문 초록

Advanced Countries leading to development of science technology value much of conversion of high technological force to adapt changing ‘War Paradigm’, so they are tending to strength defense industry fostering. The ROK defence industry has been going serious difficulties in the present day, and what is worse, a sharp decrease of defense industry demand․absence of high technology․absence of responsible organization for defense industry export․export restriction for E/L(Export Licence)․insufficiency of finance support for export․capability insufficiency of information gathering about world defense market․government's negative export support effort. However, recently ROK defence industry is faced with ‘the time of Paradigm Change,’ like rising national status of Korea, rapid increase of defense industry export, taking administrational subject as new economic development power. The purpose of this study is to propose a plan to improve support system of ROK defense industry export. This study can present ways to develop the support system of ROK defense industry export after analyzing examples of the advanced country and other ministries and offices.
