국문 초록

본 연구는 중국이 기존에 견지하던 기술에 대한 이념 중립적 접근에서 벗어나 딥시크(DeepSeek)가 이념화 현상을 보이는 원인을 규명하였다. 중국은 기술에 대한 실용주의적 태도를 바탕으로 경제 성장을 이룩해 왔으며, 인공지능 분야에서도 공정성과 비차별의 원칙을 강조해 왔다. 그러나 2025년 등장한 딥시크는 정부 입장을 대변하면서 이념화되었다. 이 현상은 크게 두 가지 요인에서 기인한다. 대외적으로는 미･중 기술 패권 경쟁이 심화되는 가운데, 중국은 과학기술의 자립자강을 목표로 국가 차원에서 기술 생태계에 적극 개입하였고 이는 기업 통제 강화, 중국 중심의 데이터 활용과 국내 개발자 증가로 이어졌다. 인공지능 개발은 학습 데이터와 개발자의 성향에 크게 좌우되며 중국 친화적 개발 환경은 딥시크의 응답에 중국의 특징이 반영되는 요인으로 작용하였다. 대내적으로는 시진핑 집권 이후 중국은 정치적 안정을 강조하며 이데올로기 통제를 강화해왔고, 이에 따라 온라인 공간을 규율하는 법적 지침들이 마련되었다. 이러한 규제는 인공지능 서비스의 제공과 사용이 사회주의 핵심 가치관을 벗어나지 않도록 통제하며 딥시크의 응답 범위와 표현을 제한하게 되었다.

영문 초록

This study investigates the reasons behind the ideologization of DeepSeek, which diverges from China's traditionally neutral stance on technology. Historically, China has achieved economic growth through a pragmatic approach to technology, emphasizing principles such as fairness and non-discrimination in the field of artificial intelligence. However, DeepSeek, which emerged in 2025, has become ideologically driven, reflecting the government's position. This phenomenon can be attributed to two major factors. Externally, amid intensifying U.S.-China technological rivalry, China has actively intervened in its technological ecosystem at the national level with the goal of achieving technological self-reliance. This has led to stronger corporate control, increased use of China-centric data, and a rise in domestic developers. Since AI development is significantly influenced by training data and the developers' perspectives, this pro-China development environment has contributed to the unique Chinese characteristics reflected in DeepSeek's responses. Internally, since Xi Jinping came to power, China has strengthened ideological control in pursuit of political stability, establishing legal frameworks to regulate online spaces. These regulations ensure that the provision and use of AI services remain aligned with core socialist values, thereby limiting the scope and expressions of DeepSeek's responses.
