국문 초록

중국 경제는 2010년 일본을 추월했으며, 일중관계에 있어 본격적인 중국 우위시대로 돌입하고 있다. 일본의 대중 전략은 우선, 중국에 대한 관여(engagement)를 강화한다는 것이다. 중국이 현 세계질서의 최대 수혜자로서 국제사회의 책임 있는 일원으로 유도하기 위해, 다층적이고 직접적인 대중 네트워크를 강화한다는 것이다. 대중 관여와 관련, 일본의 독자적인 힘의 한계를 감안하여, 지역 내 관련국들과 다자간 접근을 통한 관여의 방안도 적극 고려해야 한다. 둘째, 중국의 증대되는 힘과 관련, 해공군의 강화를 통한 ‘동적 방위력’을 정비하고 미일동맹을 강화하여 특히 합동공해전(Joint Air Sea Battle) 개념에 입각하여 미일 군사력의 일체화와 협동성을 강화시킨다. 셋째, 미일동맹을 기축으로 한국, 호주, 인도 등과의 협력 네트워킹을 강화한다. 넷째, 안전보장상의 협력뿐만 아니라 미국, 호주, 인도네시아 등 TPP(환태평양파트너십)을 통해 경제적 협력 네트워크도 강화한다. 결국 일본의 대중전략은 중국에 대한 직접적인 관여, 미일동맹의 강화를 통한 억지력의 확보 그리고 다자간 네트워킹을 통한 균형으로 요약될 수 있을 것이다.

영문 초록

China economically surpassed Japan in 2010 and Japan-China relations are now earnestly entering an age of China’s pre-eminence. Japan’s strategy toward China, primarily, is to reinforce its engagement with China. It is about strengthening the multi layered and direct networks with China so as to attract China, the biggest beneficiary of the current international order, to become a responsible member of the global community. Concerning the engagement strategy, Japan should also seriously consider taking a multilateral approach along with other regional partners, given the limitations of its own strength alone. Secondly, regarding the rising influence of China, Japan seeks to expand its naval and air force to further enhance its “Dynamic Defense Force,” and by strengthening its alliance with the United States, especially based on the concept of “Joint Air/Sea Battle,” promotes unity and cooperation between the United States and Japan military forces. Thirdly, Japan is to strengthen cooperative networking with other partners of U.S. alliances such as the ROK, Australia, and India based on its alliance with the United States. Fourth, in addition to cooperation in terms of security assurance, Japan is also to strengthen an economic cooperative network through the Trans-Pacific Partnership (TPP). All in all, Japan’s strategy toward China can be summed up as: direct engagement with China, securing deterrence based on strengthening the U.S.-Japan alliance, and maintaining balance through multilateral networking.
