국문 초록

본 연구는 외국인 노동자의 유입이 한국의 지역별 수출에 미치는 영향을 분석하였다. 2006년부터 2021년까지의 한국 16개 시, 도 패널자료를 이용하여 외국인 노동자의 산업별 유입과 지역별 수출 성과를 실증적으로 분석하였다. 분석결과 지역의 노동자 유입이 높은 지역의 대 세계 수출은 작은 것으로 나타났다. 그리고 1차 산업과 2차 산업의 외국인 노동자 유입이 클수록 지역의 수출이 증가하는 것으로 분석되었다. 이는 외국인 노동자의 유입은 한국의 수출경쟁력에 두 경로로 영향을 미치는 것으로 분석된다. 하나는 외국인 노동자의 유입은 직접적으로 수출경쟁력이 없는 산업을 지지하고 있다. 그리고 다른 하나는 외국인 노동자의 유입은 수출경쟁력 있는 산업으로 내국인 노동자의 이동을 지지하고 있다. 즉 외국인 노동자는 비숙련 노동력의 공급을 확대함으로써 비교열위의 노동집약적 산업을 지원하는 한편, 숙련 내국인 노동자를 비교우위산업으로 이동하도록 촉진한다. 이에 노동시장의 구조의 개선을 통해 수출경쟁력을 제고하고 있는 것으로 분석된다.

영문 초록

This study analyzed the impact of the influx of foreign workers on regional exports of Korea. Using panel data of 16 cities and provinces in Korea from 2006 to 2021, we empirically analyzed its effects to the inflow of foreign workers by industry and export performance by region. It is found that exports to the world in regions with a high influx of local workers were small. And it is also founded that the greater the inflow of foreign workers in the primary and secondary industries, the greater the regional exports. It implied that the influx of foreign workers affects Korea's export competitiveness in two ways. First, the influx of foreign workers directly supports industries that do not have comparative advantage. And on the other hand, the influx of foreign workers supports the movement of domestic workers into export-competitive industries. In other words, foreign workers support labor-intensive industries with comparative disadvantage by expanding the supply of unskilled labor, while supporting industries with comparative advantage by encouraging skilled domestic workers to move. The influx of foreign workers promotes to improve labor allocations in Korea.
