국문 초록

미국과 밀접한 관계를 맺고 있는 한국으로서는 미국 대통령 선거 과정에서 나타난 양 후보의 입장 차이를 잘 파악해 대비하는 것이 중요하다. 트럼프 후보는 자유주의적 국제주의 질서를 거부하는 자세를 견지하는 가운데 신고립주의적 성향을 보여주고 있다. 한국에 대해 방위비 분담금 인상과 통상압력을 강화할 가능성이 높다. 트럼프는 북핵에 대해 단호한 입장을 밝히면서도 “김정은과 대화할 수 있다”는 입장을 피력 했으므로, 대북 압박을 강화하는 가운데 대화를 모색할 것으로 보인다. 클린턴 후보는 자유주의적 국제주의 질서를 옹호하는 방향으로 나가는 가운데 북한에 대해서는 ‘전략적 인내’가 아닌 ‘전략적 관심’을 보임으로써 고도의 압박을 동원해 북한을 비핵화 협상장으로 끌어내려 할 것이다. 클린턴 후보는 한･미동맹을 중시하는 모습을 보여줄 것이나, 단순히 비용분담 차원을 넘어 한반도, 남중국해 문제 등 역내 안보위협 문제에 대처하는 데 있어서 ‘역할분담’을 요구할 가능성이 있다. 한국이 북한문제 외엔 관심이 없고, 북한의 위협에 대해서도 미국의 강력한 보호만을 원한다면 인식의 괴리가 생길 수밖에 없다. 역내 강대국들의 이익이 충돌하는 이슈들이 서로 어떻게 연관되어 있으며, 국익의 관점에서 한국의 역할은 무엇인지, 어디까지가 한국 역할의 한계인지에 관해 깊은 고민이 필요하다.

영문 초록

It is highly important for the Republic of Korea to prepare for the future by comparing the key differences between the two presidential candidates of the United States. Donald Trump shows neo-isolationist tendency by denying the liberal internationalist order since the end of the second world war. It is predicted that higher defense cost-sharing and tougher trade pressure will be imposed on the part of South Korea, if he is elected. In light of his remarks on North Korea, he is expected to explore the possibility of a dialogue with North Korea while strengthening pressure and sanctions. On the other hand, Hilary Clinton shows continued support for the world order based on liberal internationalism and she, if elected, is expected to change Obama’s ‘strategic patience’ to ‘strategic attention’ toward North Korea in which she will be applying tougher sanctions until North Korea comes to the denuclearization talks. Hilary Clinton and her advisors give a high credit to the ROK-U.S. alliance, but they will go beyond ‘burden-sharing’ of combined defense and ask for ‘role-sharing’ or ‘division of labor’ in dealing with North Korea, South China Sea disputes, and other regional security threats. Against this backdrop, South Korea needs to ponder the nexus between great powers interests and the extent and limitation of South Korea’s contributions withing the context of the ROK-U.S. alliance.
