국문 초록

이 글은 북한의 핵위협이 현실화 되고 있는 상황에서 김정은 정권이 제7차 당대회에서 핵선제불사용원칙(No First Use, NFU)을 선언한 배경과 의미는 무엇인지 분석을 시도하였다. 북한은 중국과 인도에 이어 핵을 보유했거나 보유한 것으로 알려진 국가 중에서 세 번째로 핵선제불사용원칙을 선언하였다. NFU는 핵보유국이 핵무기를 가진 적으로부터 먼저 공격당하지 않는 이상 핵무기를 전투의 수단으로 활용하지 않겠다는 정책이나 약속을 의미한다. 재래식 전력과 비대칭 전력에서 절대적인 열세에 처해 있는 북한이 미국을 상대로 핵선제공격 옵션을 살려두는 것은 유용한 억지전력이 될 수 있다. 그럼에도 불구하고 북한이 핵선제불사용 원칙을 선언한 이유는 무엇인가? 국제사회는 과연 북한의 발언을 진지하게 받아들일 수 있을 것인가? 위와 같은 질문에 답하기 위해 본 연구는 첫째, NFU를 둘러싼 핵보유국들의 입장을 되짚어보고, 둘째, 북한의 핵선제불사용원칙의 내용과 목적을 분석하였으며, 셋째, 북한의 NFU에 내재 되어 있는 신뢰의 문제를 지적하였다. 끝으로, 김정은 정부가 해결해야 할 과제들은 무엇인지 결론 부분에서 간략히 언급하였다.

영문 초록

At the 7th Congress of Korean Worker's Party, Supreme Leader Kim Jong-Un stated that North Korea will not use nuclear weapons unless its sovereignty is encroached by “invasive hostile forces with nuclear weapons”. This statement was considered that North Korea declared No First Use policy that a nuclear power not to use nuclear weapons in the warfare unless first it is attacked by nuclear weapons. Following China and India, North Korea became the third country which pledged a NFU policy. Since the announcement, it has raised serious doubts why North Korea proposed a NFU policy in the middle of its consecutive nuclear tests and what Pyongyang aims to do. It is indisputable that North Korea has been struggling with serious military imbalance in both nuclear warheads and conventional weapons against United States. First strike using nuclear weapons might be a reliable option to maintain nuclear deterrence effectively defying its enemies. Then why does it declare No First Use? How credible is this statement? In order to answer these questions, the author 1) explains postures of nuclear weapon states toward NFU, 2) analyzes contents and purposes of North Korea's NFU, and 3) indicates credibility issues dormant in it. And finally, what Kim Jong-Un regime has to do so as to resolve credibility problems is succinctly mentioned in the conclusion.
