본 연구는 숙의 민주주의와 사회적 자본을 통한 주민참여가 불평등 완화라는 본래의 이상과 달리 역설적으로 불평등을 재생산하거나 심화시킬 수 있다는 문제의식에서 출발한다. 기존 연구들이 주민참여의 긍정적 효과에 주목해온 반면, 본 연구는 숙의 민주주의와 사회적 자본 이론이 전제하는 '평등한 출발점'과 '중립적 과정'이라는 가정이 현실의 구조적 불평등과 권력 관계를 간과한다는 점에 주목한다. 분석 결과, 숙의 민주주의에서 요구되는 합리적 담론과 공식적 언어 사용은 특정 계층에게 유리한 게임의 규칙으로 작용하여 체계적인 배제 메커니즘을 만들어낸다. 사회적 자본 역시 신뢰와 네트워크라는 긍정적 가치가 동시에 배타성과 집단 편향의 기반이 되는 양면성을 보인다. 두 이론의 결합에서는 '포용적 배제'라는 새로운 현상이 나타나는데, 이는 형식적으로는 모든 시민에게 열린 참여 기회를 제공하면서도 실질적으로는 특정 자본과 역량을 갖춘 사람들만이 의미 있는 영향력을 행사할 수 있는 구조를 의미한다. 이러한 발견을 바탕으로 본 연구는 참여의 형식적 기회 제공을 넘어서 실질적 영향력의 평등한 배분을 보장할 수 있는 제도적 개선방안을 제시하고, '비판적 참여 이론'과 '갈등적 숙의' 모델의 필요성을 제기한다. 궁극적으로 주민참여를 통한 불평등 완화는 지속적인 실험과 개선을 통해 추구해야 할 과정임을 강조한다.

영문 초록

This study explores the paradox that citizen participation through deliberative democracy and social capital may inadvertently reproduce or exacerbate inequality rather than mitigate it, contrary to their original ideals. While existing research has focused on the positive effects of citizen participation, this study examines how the assumptions of 'equal starting points' and 'neutral processes' in deliberative democracy and social capital theory overlook structural inequalities and power relations in reality. The analysis reveals that the rational discourse and formal language required in deliberative democracy create systematic exclusion mechanisms by favoring certain social classes. Social capital also demonstrates ambivalence, where positive values of trust and networks simultaneously serve as foundations for exclusivity and group bias. The combination of these theories produces a new phenomenon of 'inclusive exclusion,' which formally provides open participation opportunities for all citizens while substantively allowing only those with specific capital and capabilities to exercise meaningful influence. Based on these findings, this study proposes institutional improvements that ensure equitable distribution of substantive influence beyond merely providing formal participation opportunities, and calls for the development of 'critical participation theory' and 'agonistic deliberation' models. Ultimately, it emphasizes that inequality mitigation through citizen participation should be understood as an ongoing process requiring continuous experimentation and improvement.
