국문 초록

본 연구는 읍·면·동이라는 지방자치단체의 하위행정기관에 주목한다. 읍·면·동의 민주화 수준이 곧 자치단체(기초 및 광역)와 국가 수준의 민주주의에 결정적 영향을 미친다고 보기 때문이다. 그런데 비교적 긴 시간 동안 주민자치가 우리 사회에서 의제화되고 있긴 하지만, 그에 비례해 실제로 주민들의 자치역량이 강화되었다고 평가하기는 힘들다. 따라서 본 논문은 읍·면·동의 민주화 실태를 진단해봄으로써 이와 같은 현상의 구조적 배경을 성찰하고 새로운 전환을 모색하려는 목적을 갖는다. 이러한 문제의식 하에 본 논문에서는 주민자치를 둘러싼 법 제도적 환경에서부터 주민자치와 행정의 관계, 특히 정치적 중립 요구에 대한 모순적 상황을 중심으로 읍·면·동 민주화의 관점에서 주민자치회를 고찰하였다. 분석 결과, ‘위에서부터’ 부과되는 정치적 영향력은 그대로 인정하면서 ‘아래로부터의’ 자발적, 자주적, 자율적 정치는 허용되지 않는 것이 현재 주민자치회가 처한 상황이다. 따라서 읍·면·동의 민주화는 ‘선거 중립’을 지키면서도 ‘아래로부터의 정치’가 어떻게 살아 움직이도록 하느냐에 달려 있고, 이는 결국 주민자치회가 ‘정치적 공론장’으로 탈바꿈할 수 있어야 가능해진다는 것이 논문의 주된 주장이다.

영문 초록

This study focuses on the lower administrative agencies of local governments, such as eup, myeon, and dong. This is because the level of democratization of eup, myeon, and dong is considered to have a decisive impact on democracy at the local government (basic and metropolitan) and national levels. However, although resident autonomy has been an agenda in our society for a relatively long time, it is difficult to evaluate that the residents’ autonomy capacity has actually been strengthened in proportion to it. Therefore, this paper aims to examine the structural background of this phenomenon and seek a new transition by diagnosing the democratization status of eup, myeon, and dong. Under this awareness of the problem, this paper examines resident autonomy councils from the perspective of democratization of eup, myeon, and dong, focusing on the legal and institutional environment surrounding resident autonomy, the relationship between resident autonomy and administration, and especially the contradictory situation regarding the demand for political neutrality. The results of the analysis show that the current situation of resident autonomy councils is that political influence imposed ‘from above’ is acknowledged as it is, while voluntary, subjective, and autonomous politics ‘from below’ are not permitted. Therefore, the democratization of eup, myeon, and dong depends on how to make ‘politics from below’ come alive while maintaining ‘electoral neutrality,’ and this is ultimately possible only when the residents’ autonomous councils can transform into ‘political public sphere,’ which is the main argument of the paper.
