국문 초록

2016년 1월 6일의 북한 4차 핵실험과 9월 9일 5차 핵실험, 그리고 수차례에 걸친 미사일 발사 실험으로 북핵 문제가 더욱 심각해진 가운데 한국과 국제사회는 강력한 경제재재를 실행하고 있다. 1994년 제네바 합의 이후 20년 이상 지속된 북핵 문제는 북한이라는 정치체의 미래를 둘러싼 북한 문제와 밀접한 관련이 있다. 한국과 미국은 중국의 대북 경제제재 참여를 독려하기 위해 많은 노력을 기울였고, 중국은 북핵 협상과 평화체제 협상의 병행추진이라는 대안을 내놓고 국제연합 결의안 2270의 실행을 약속하였다. 그러나 대북 경제제재의 방식과 목적에 관해 각 국가들의 입장 차이는 여전히 존재하며, 한국은 향후 북한 비핵화 및 남･북관계 발전을 위한 장기적 계획을 고민해야 할 때이다. 북한은 미국 본토에 대한 핵 공격 능력과 2차 공격능력을 갖출 때까지 평화공세를 지속하면서 핵능력을 제고하려 할 것이다. 이후 유리한 입장에서 주변국과 협상하여 한국에 대한 전략적 우위를 차지하려는 목표를 추진하고 있다. 한국은 북한의 군사력에 대한 확고한 억제능력을 갖추고, 대북 제제의 국제적 노력을 조율하면서 제재 효과를 극대화하기 위해 노력해야 한다. 동시에 제제 이후 완전한 비핵화와 남북관계 발전을 도모할 수 있는 장기적 로드맵을 마련하여 주변국을 설득하는 주도력을 발휘해야 한다.

영문 초록

North Korea conducted the fourth nuclear test on January 6, 2016, and fifth test on September 9, 2016. Since the conclusion of the Geneva agreement in October, 1994, diplomacy has failed and economic sanctions strongest ever is now put in force. North Korean nuclear problem is closely related with the North Korean problem, because North Korea has developed nuclear weapons for fear of its survivability with the former socialist camps long gone. To place North Korea in the future Northeast geostrategic picture will be a critical one to solve the nuclear problem. Chinse participation in the UN resolution 2270 was significant, but the purpose and the strategy of implementing the sanction among the participants is still being debated. North Korea seems to continue to develop nuclear capability to the point where the North retains the offensive capability to attack American mainland and also the second strike capability, which will give favorable position in future negotiations with South Korea and the United States. South Korea needs to work on the differences among the United States, China, and international society to move forward to achieve the complete denuclearization of North Korea. Comprehensive plan composed of formidable deterrence, sanction strategy, and vision for peace system on the Peninsula will help South Korea in taking initiative for the coordination of multilateral sanctions, and the future peace on the Peninsula.
